The military arm of the World Government, headquartered (in this era) at Marineford. Operates through a global network of branch bases — the Shells Town Marine Base introduced here is one of the smallest and most provincial. Local Marine officers wield near-absolute authority over their host towns, with very limited accountability — a structural feature the East Blue arc exposes through Morgan.

• Ch. 69 — Corruption sub-faction expanded — cash-corrupted Marine officer canonized. Captain Nezumi of Navy Base 16 is on Arlong’s monthly payroll (page 12: “Here you go, this month’s cut.”). Third Marine-corruption-mode after Ch. 1-4 Morgan (power-corrupted) and Ch. 21 lazy-cameo (duty-shirking) — cash-corrupted. Navy-base-numbering-system canonization (Ch. 75)

Second named Navy base in the chapter index (after Base 16/Nezumi from Ch. 69): Navy Base 77 (Commodore Pudding-Pudding’s command). The Marine-organizational-structure is numbered-base regional. The two bases are operationally adjacent — both have jurisdiction over the Cocoyasi/Gosa region. The two-Marine-modes dichotomy is regionally installed: Base 16 (Nezumi, corrupt) vs Base 77 (Pudding-Pudding, honorable). The chapter installs the Marine-jurisdiction-as-multi-base regional structure.
