Captain Nezumi of Navy Base 16 is introduced Ch. 69 pages 12-15 as the first on-page cash-corrupted Marine officer.

Name-etymology: nezumi (鼠) = mouse/rat. His face is drawn rat-like (white hair, big nose, beady eyes, hyik hyik hyik laugh) — name-as-physiognomy, a recurring Oda technique.

The chapter installs Nezumi as the third Marine-corruption-mode:

  1. Morgan (Ch. 1-4): power-corrupted — tyrannical Marine ruler.
  2. Ch. 21 lazy-cameo captain: duty-shirking — passive Marine officer.
  3. Nezumi (Ch. 69): cash-corrupted — bribed Marine officer.

Forward-payoff: Nezumi triggers the Arlong-arc climax by raiding Cocoyasi after Nami buries her treasure-cache (Ch. 79-80). The Ch. 69 install plants him as the arc’s external-trigger mechanism.
