Resolution

Resolved @ Ch. 1166 — Rocks was secretly Davy D. Xebec of the hunted Davy Clan, who came to God Valley to rescue his wife Eris and infant son Teach; Imu puppeted him into turning on his own bloodline, and St. Figarland Garling struck the killing blow — not Roger or Garp.

God Valley was a Celestial-Dragon “rabbit hunt” murder-game staged over the island’s enslaved natives, doubling as a purge of the Davy Clan the World Government had hunted for 800 years (Ch. 1160, Ch. 1163).
Rocks’s hidden identity and motive are revealed: he is Davy D. Xebec, God Valley is his homeland, and he came to save his wife Eris and their son — the infant Teach (Ch. 1159, Ch. 1162).
The Five Elders had set “Kill Rocks” as Elbaf’s price of World-Government membership, and King Harald — once Rocks’s greatest friend — left him to die to keep the giants’ seat (Ch. 1157, Ch. 1166).
In the battle, Imu — wearing St. Saturn’s body — used Domi Reversi to compel Rocks to slaughter his own family and crew, reducing him to a weeping monster who begged Roger and Garp to kill him (Ch. 1163, Ch. 1164).

Xebec of the Davy Clan — came to rescue his wife Eris and infant son Teach (Ch. 1159, Ch. 1162); the World Government had hunted the Davy line for 800 years, and the Five Elders set a “Kill Rocks” ultimatum as Elbaf’s price of WG membership (Ch. 1156–Ch. 1159). How it ended: Imu, in Saturn’s body, puppeted Rocks via Domi Reversi — ordering him to end his own bloodline — and St. Figarland Garling delivered the killing blow, not Roger or Garp (the thread’s own Ch. 1162–Ch. 1164 evidence layer, now settled canon). (1) Rocks and King King Harald were friends who split over Harald’s choice to bring Elbaf into the World Government — Harald to end the world’s fear of the giants and “usher Elbaf into the circle of the world,” Rocks warning the WG “will turn you into slaves, and call you soldiers.” Rocks calls Harald a “soft coward”; Harald calls Rocks a “villain,” declares “I am the king,” and ends the talks (pp. 10–14). Ch. 1096 — the God Valley Incident shown directly (Kuma flashback)

The Kuma flashback opens on God Valley (West Blue) 38 years before the present. The World Nobles run a human-hunting “murder game” over the island’s ~100,000 enslaved natives (“rabbits”), scored for points with one-hit-kill bonuses, staged to clear the natives so the Government can take the island’s resources, then erase the event from history (pp. 2–5). Garling leads the hunt for “his family.” The Rocks Pirates make landfall to seize two prize devil fruits (the Paw-Paw Fruit + a Mythical-Zoan azure-dragon fruit); the treasure-scramble panel (p. 9) shows Rocks, Newgate, Linlin, the original Stussy (Miss Buckin), and Gloriosa (Grandma Nyon). The Roger Pirates arrive a year into their rivalry with Rocks; Vice Admiral Garp lands as the slaves’ rescuer and becomes the only sanctioned account of the day; the Holy Knights are deployed (pp. 10–12). Ch. 957 — the full reveal: Rocks D. Xebec + the God Valley Incident named

Retired Fleet Admiral Sengoku narrates, for the record, the buried legend (pp. 5-19). The Rocks Pirates came together on the pirate island of Fullalead “to make one big score” — a collection of murderous individuals constantly killing one another within the group (p. 5). Their captain’s ambition was to be “King of the World” (pp. 6, 10). The crew featured a young Whitebeard, Big Mom, and Kaido (an “apprentice pirate” then), plus the Golden Lion, the Silver Axe, Captain John, and Wang Zhi (p. 6). 38 years ago they were wiped out at God Valley — the God Valley Incident — when Vice Admiral Garp joined forces with Roger to break them, “in order to protect Celestial Dragons and their SLAVES at God Valley” (pp. 7-9). Garp became a Naval Hero; the World Government then erased God Valley from every map (p. 10). Sengoku reveals the captain’s full name: Rocks D. Xebec, a bearer of the “D.” and Roger’s first foe, now dead (p. 11). Sengoku closes that it is “no coincidence” all these figures (Whitebeard, Roger, Red-Hair) tie to Wano (p. 19).

Ch. 907 p. 6 — the Rocks era first mentioned on-page (VIZ “Roxy”)

At the Red Port, a senior Marine: “Before Roger, it was their era!!”; Garp: “Oh, you mean Roxy?! I’d have figured you were too young to know about that, Hina”; Hina: “…isn’t the reason you’re considered a naval hero—”; Garp: “but that was over 40 years ago. The past is the past!” The chapter ties Garp’s hero status to this pre-Roger era and frames the surviving Emperors as its remnants — “even without the captain, their strength is growing.” First on-page seed of the Rocks Pirates / God Valley backstory, ~50 chapters before Ch. 957 names Rocks D. Ch. 19 — Roger Pirates crew culture / texture

First on-page in-action Roger Pirates appearance establishes the crew’s texture as celebration-first, principle-tolerant, argument-permissive. “Drink! Sing! Make merry! Another victory!” (p.11). Roger as captain runs a family crew — apprentices openly bicker on deck, the captain’s rule is permissive (volunteer-only DF acquisition, p.14), the spoils are public, the rivalries are tolerated. Tilts the historical framing of God Valley away from “Roger’s vengeance against Rocks” toward “Roger’s crew responding to a specific atrocity” — useful texture for the Ch.1162-1164 re-reading of the God Valley incident. Side-effect seed: Buggy is canonized as a Roger Pirates apprentice — relevant to any “what did the Roger Pirates know about God Valley” inventory. Buggy’s continued ignorance of high-level Roger Pirates secrets (he doesn’t know the True History, doesn’t know about Imu, doesn’t know about Garling) is one piece of evidence that the apprentices were kept outside the inner-circle knowledge of the captain’s late-career missions.
