Summary
The volume-60 finale takes the world’s-eye view of the post-war fallout. At Sacred Mariejois the Five Elders weigh the new balance of power: three Warlord seats sit empty, Whitebeard is dead, and Blackbeard — the unprecedented two-fruit man — is the frontrunner to become a new Emperor, with “D.” named as their oldest standing problem (page 3). At Navy HQ, Sengoku moves to resign as Fleet Admiral and recommends Aokiji to Commander-in-Chief Kong; Garp resigns in all but rank; Smoker requests a transfer to the New World; and Koby is found to have awakened Observation Haki from battle shock (pages 4-7). A Marine proceedings room dissects Luffy’s stunt — stealing a warship with Rayleigh and Jinbei, holding the sea’s burial rite at Marineford, and ringing the Ox Bell sixteen times as a public declaration that a new era has begun (pages 8-12).
