Summary

Back in Water Seven, Vice-Admiral Monkey D. Garp — “Garp the Fist,” one of the navy’s top officers and Luffy’s grandfather — confronts Luffy and bickers about the brutal “training” he inflicted on Luffy and Ace as children before entrusting both boys to a friend. He rails against Shanks for filling Luffy with pirate dreams, then explains the world’s power structure: Shanks is one of the Four Emperors (Yonko), pirates on Whitebeard’s level, and the Three Great Powers (Four Emperors / Seven Warlords / Marines) keep the world in balance. Two Navy HQ officers — the grown-up Koby (now using Rokushiki) and Helmeppo — arrive and clash with Zoro before being recognized as the duo from the East Blue, now trained by Garp himself. Asked about Luffy’s father, Garp casually drops the bombshell: Luffy’s father is Monkey D. Dragon, the Revolutionary — the world’s most wanted man. Robin explains the Revolutionary Army that Dragon leads against the World Government, and the entire town reels at the three-generation Monkey-D. lineage.
