- Robin's 'betrayal' is fully explained: CP9 (via Kalifa, p. 3) presented her with TWO conditions — (1) pin the assassination attempt on the Straw Hats, and (2) turn herself over to the Government and obey their orders (p. 12) — in exchange for which the Government would NOT launch a Buster Call against the Straw Hats. Robin accepted to protect the crew (her 'wish'): she wants 'the six remaining Straw Hat pirates... to sail from this island in safety' (pp. 13-14).

Summary
In the aftermath of CP9’s attack, the disguised agents (with Kalifa among them) finish disposing of the Going Merry by sluicing the canal, sending the ship and an unconscious Usopp roaring away down the rising water (pp. 2-5). At Galley-La HQ, a recovered Iceberg pulls a waking Nami aside and presses her about Nico Robin; Robin’s full motive is laid out in interleaved flashback. CP9 gave Robin two conditions — frame the Straw Hats for the assassination and surrender herself — or the Government would unleash a Buster Call on the crew, an unsurvivable war-force authorized this once through Admiral Aokiji (pp. 9-14). Robin, who only wants to read history and insists the Pluton blueprints are fake, accepted so the six remaining Straw Hats could ‘sail from this island in safety’ (pp. 10-15). Realizing she never truly betrayed them, Iceberg is overjoyed and vows to reunite everyone; Nami declares they will take Robin back (pp. 16-17). Sanji, wounded but moving, peels off alone, finds the Sea Train station announcing the 11 PM train to Enies Lobby, and ambushes a hooded CP9 agent with a single word: ‘Bingo…’ (pp. 17-20).
