Cipher Pol “Aigis” Zero (CP-0) — billed on-page as “the world’s most powerful intelligence agency” and “the supreme branch of the agency,” ranked above CP9. Present in Dressrosa, where locals dread them (“nothing good can happen when they’re involved”). Members appear but are unnamed in Ch. 705. A distinct unit from CP9 — do NOT fold the two notes.
Ch. 705 — first on-page appearance. Unnamed CP-0 agents are sighted in the Dressrosa streets (p. 11); a local asks “do they have something to do with CP9?!” and learns CP-0 is “the supreme branch of the agency” standing above CP9. The townsfolk recoil in dread. See CP9.
Ch. 712 — fully named on-page “Cipher Pol Aigis Zero” and described as “the agents of the World Nobles” (p. 10). A CP-0 agent (cross-stitched mouth, top hat) orders the resignation news suppressed — declares the report a “mistake / false report,” to be corrected in a 3 PM special issue “as if nothing ever happened” (pp. 10-11). The retraction goes out worldwide (p. 18). Demonstrates CP-0 acting as the World Nobles’ enforcers to protect Doflamingo’s standing.
Ch. 801 — on-page at the Dressrosa aftermath (p. 2): two CP-0 agents inspect the underground trade port and conclude an organized force — the Revolutionaries — stole all the military weapons left after the incident; “the Navy was alarmed about it too.” Intro caption “CIPHER POL ‘AIGIS’ 0.”
Ch. 871 — first Whole Cake Island appearance; Stussy is an embedded CP0 agent. During the wedding chaos the famed underworld courtesan Stussy (“Queen of the Pleasure District”) is unmasked on-page as a CP-AIGIS 0 intelligence agent (VIZ caption): she downs the underworld figure Du Feld with a ranged Rokushiki “Flying Finger Pistol” and tells him the World Government will be claiming the Tamatebako, then leans on the newsman Morgans to spin the story (pp. 5-6). Ch. 907 p. 12 — Reverie intervention; Lucci + Kaku revealed as CP0 agents. CP0 intervenes at the Mary Geoise Mingling Courtyard, stopping Leo’s strike on a Celestial Dragon. Rob Lucci and Kaku are revealed as CP0 agents — their first post-timeskip appearance — alongside Stussy, under the on-page banner “Cipher Pol ‘Aigis’ Zero.” Lucci articulates the caste doctrine: “the Celestial Dragons are the gods who created this world… it is the natural order for gods to have whatever they desire.” See Rob Lucci, Kaku.
Ch. 956 pp. 6-7, 12-13 — post-Reverie: CP0 vs the press, and active in Wano. An embedded CP0 agent on Morgans’s payroll attempts to suppress a Reverie-related story for the World Government; Morgans refuses and beats the agent up (“It’s Cipher Pol!!”). Separately, CP0 is reported active in Wano “to conduct deals” and to capture the former Warlord Boa Hancock (per Koby/X Drake, pp. 12-13). See Morgans, Imu Identity.

Etymologized (2026-06-19): full name “Cipher Pol Aigis Zero” first printed @0712. Aigis = Aegis, the shield of Athena/Zeus — an emblem of protection (CP-0 are the World Nobles’ shield, not an offensive arm). “Cipher Pol” = Cipher + Pol(ice), echoing Interpol. See frontmatter etymology.
