Notable events

Ch. 705 — first on-page appearance. Unnamed CP-0 agents are sighted in the Dressrosa streets (p. 11); a local asks “do they have something to do with CP9?!” and learns CP-0 is “the supreme branch of the agency” standing above CP9. The townsfolk recoil in dread. See CP9.
Ch. 712 — fully named on-page “Cipher Pol Aigis Zero” and described as “the agents of the World Nobles” (p. 10). A CP-0 agent (cross-stitched mouth, top hat) orders the resignation news suppressed — declares the report a “mistake / false report,” to be corrected in a 3 PM special issue “as if nothing ever happened” (pp. 10-11). The retraction goes out worldwide (p. 18). Demonstrates CP-0 acting as the World Nobles’ enforcers to protect Doflamingo’s standing.
Ch. 761 — mobilized by Doflamingo. Doflamingo states he mobilized CP0 into action “just this morning” (p. 7) — confirming a fallen Celestial Dragon can still command CP-0, owing to his knowledge of the crucial treasure within Sacred Marijoa.
Ch. 801 — on-page at the Dressrosa aftermath (p. 2): two CP-0 agents inspect the underground trade port and conclude an organized force — the Revolutionaries — stole all the military weapons left after the incident; “the Navy was alarmed about it too.” Intro caption “CIPHER POL ‘AIGIS’ 0.”
Ch. 871 — first Whole Cake Island appearance; Stussy is an embedded CP0 agent. During the wedding chaos the famed underworld courtesan Stussy (“Queen of the Pleasure District”) is unmasked on-page as a CP-AIGIS 0 intelligence agent (VIZ caption): she downs the underworld figure Du Feld with a ranged Rokushiki “Flying Finger Pistol” and tells him the World Government will be claiming the Tamatebako, then leans on the newsman Morgans to spin the story (pp. 5-6). Ch. 907 p. 12 — Reverie intervention; Lucci + Kaku revealed as CP0 agents. CP0 intervenes at the Mary Geoise Mingling Courtyard, stopping Leo’s strike on a Celestial Dragon. Rob Lucci and Kaku are revealed as CP0 agents — their first post-timeskip appearance — alongside Stussy, under the on-page banner “Cipher Pol ‘Aigis’ Zero.” Lucci articulates the caste doctrine: “the Celestial Dragons are the gods who created this world… it is the natural order for gods to have whatever they desire.” See Rob Lucci, Kaku.

Ch. 956 pp. 6-7, 12-13 — post-Reverie: CP0 vs the press, and active in Wano. An embedded CP0 agent on Morgans’s payroll attempts to suppress a Reverie-related story for the World Government; Morgans refuses and beats the agent up (“It’s Cipher Pol!!”). Separately, CP0 is reported active in Wano “to conduct deals” and to capture the former Warlord Boa Hancock (per Koby/X Drake, pp. 12-13). See Morgans, Imu Identity.

Ch. 1003 pp. 13–16 — CP0 “Aigis Zero” watches the Onigashima raid (the “Night on the Board” board-game frame)

Two CP0 agents (an older cigar-smoking man and a partner) observe the raid on Onigashima while playing Reversi, narrating the battle in pieces and numbers. They recite the math: the Beasts side numbers “over 30,000” with “400 already down,” the infiltrators “number 5,400” and have “lost 3,000” (scoreboard 27,000 vs 5,000), and judge that taking the leader’s head “will not spell the end of this battle” on an island with “no escape.” They frame it as “a battle for revenge 20 years in the making” (Doflamingo “out of the picture”) and openly want both sides to grind each other down: “So why don’t you pirates do us a favor, and take out as many of each other as you can…” — adding that if “two of the Four Emperors should fall… there would be no telling what might happen to the world next,” but “the outcome of this battle is not much in doubt.” Agents shown but not named on-page this chapter.

Ch. 1018 pp. 5-6 — CP0 “Aigis Zero” continues the board-game watch; a standing “death to confirm”

The same two unnamed CP-0 agents continue observing the raid as a game of Reversi/Othello, reciting the casualty math: the Animal Kingdom Pirates “started with 30,000 and have dropped to 20,000,” with ~1,000 traitors-plus-followers flipping per their count, putting the on-floor balance at “16,000 versus 9,000” (p. 5). They state their position is neutral (“whichever side wins does not matter to us”) but that “there is one death we must confirm before this is over” (pp. 5-6) — a standing CP-0 objective on the island. They discuss Who’s-Who as one who escaped the World Government with old classified intelligence: “it doesn’t set good precedent that you can escape from us… and live to tell the tale” (p. 6). Ch. 1028 pp. 3-5 — a Wano CP-0 agent NAMED (Rob Lucci); the WG contingency + the order to capture Nico Robin

One of the two Onigashima CP-0 “Aigis Zero” castle agents (unnamed since @0994/@1003/@1018) is revealed on-page as Rob Lucci — captioned “Rob Lucci — Government Intelligence Agency Cipher Pol ‘Aigis’ Zero” (p. 5); a second agent remains unnamed. In a castle guest parlor, CP-0 receives reports and recites WG strategy: on the “freak chance” Kaido loses, Wano (a non-WG nation) “will be placed under the government’s direct control,” with ships already en route (pp. 3–4). The casualty board reads start-of-battle 30,000 (Kaido) vs 5,400 (samurai), now ~12,000 vs 8,000 (p. 4). Ch. 1041 pp. 8-10, 12 — CP0 agents fall with Izo in the castle basement; the Five Elders order Luffy eliminated

In the burning castle basement, CP-0 “Aigis Zero” agents fight the former Whitebeard division commander Izo (helping the Kozuki side) to mutual destruction — at least one agent is taken down with him (“You were determined to take us down with you, then”) (pp. 8-9). An agent declares the intent to “hurry and get Nico Robin”, reaffirming Robin as the standing CP-0 target in Wano (p. 9). The Five Elders relay an edict to CP-0: “Eliminate Straw Hat Luffy at once” — even mid-Kaido-battle — to avert a “worst-case scenario” the Government knows of only “through rumor and hearsay” about Luffy’s crew (pp. 9-10, 12); the agents protest that interfering in a world-class Yonko battle is impossible. Etymologized (2026-06-19): full name “Cipher Pol Aigis Zero” first printed @0712. Aigis = Aegis, the shield of Athena/Zeus — an emblem of protection (CP-0 are the World Nobles’ shield, not an offensive arm). “Cipher Pol” = Cipher + Pol(ice), echoing Interpol. See frontmatter etymology.
