Name meaning: **Gorosei** (JP 五老星) = literally **'Five Elder Stars'** — 五 *go* 'five' + 老 *rō* 'old/elder' + 星 *sei* 'star.' VIZ renders it 'The Five Elders.' The 星 'star' element is load-bearing and was paid off only much later: each Elder's personal name is a **classical planet / heavenly body** — **Saturn (St. Jaygarcia Saturn) is named on-page @1073; the other four — Mars, Ju Peter (Jupiter), Nusjuro, Warcury — are named on-page @1086** — the five are named for Mercury (Water), Venus (Metal), Mars (Fire), Jupiter (Wood), and Saturn (Earth) — the five Wuxing planets, tying the apex of the World Government to a Roman-god / Chinese 'Five Deities of the Five Regions' (Wufang Shangdi) divine-authority scheme that mirrors the Celestial Dragons' god-complex. First appearance: Ch. 233 pp. 16-17. Five aged figures, deliberating in shadow within Mariejois, named on-page by caption as “The Five Elders — Supreme Leaders of the World Government.” Establishes a previously-unseen apex tier of WG authority sitting above the Marines. In their debut scene they:

Ch. 233: Discuss “Red-Haired” Shanks’s dispatched envoys and “strange movements,” judging a Whitebeard–Shanks contact would be “catastrophic” (p. 15-16).
Ch. 233: State “the destruction of the three great powers would reverberate throughout the world. They must be protected.” (p. 17) — first articulation of a WG doctrine of balance between the era’s great powers.
Ch. 233: Resolve to find a new Warlord to replace the deposed Crocodile and flag “this Monkey D. Luffy fellow” as a nuisance who toppled a Warlord (p. 18).

Visual designs are distinct (one tall thin long-bearded figure, one bald, one swordsman with a katana, etc.) but no individual names are given this chapter. Seeds the entire Void-Century / apex-authority power structure.

Ch. 907 p. 17: The Gorosei appear at the Reverie, captioned “Greatest Power in the World.” They grant Shanks a private audience on his own request, telling him he “should have nothing to do with politics” given “your standing.” First on-page instance of the Five Elders personally receiving an Emperor. Ch. 1037 pp. 16-17 — the Gorosei tie themselves to the Wano endgame

All five Elders convene at Sacred Marijoa (caption: “Highest Power in the World — Five Elders”) to lament an “accursed” Reverie and to plot using the Wano battle as cover to eliminate inconveniences (presuming Nico Robin captured — “death could easily come for anyone, which makes it the perfect cover”). They discuss the WG’s deliberate renaming of a legendary devil fruit to erase its name from history — a fruit dormant for centuries that is “only a legend now, even to us.” World Government ships are massed on standby at sea near Wano. Ch. 1044 pp. 4-5 — the Elders name the Gum-Gum Fruit’s true identity

At Sacred Mariejois, the Five Elders disclose that the WG has tried for 800 years to recover the Gum-Gum Fruit and never succeeded; it is the Zoan-type Human-Human Fruit, Mythical Type, Model: Nika — “Nika, the Sun God,” the Warrior of Liberation. They note Zoan fruits “contain a will of their own.” (Correction 2026-07-15: “a potential future that would make us beg for this outcome” is this vault’s own inferred framing of the scene’s implications — it’s posed as an open question in Chapters/1044’s own chapter note, not transcribed Gorosei dialogue. For the first time all five Gorosei are individually named on-page, each with an administrative “Godhead” domain: St. Jaygarcia Saturn (Science & Defense), St. Marcus Mars (Environment), St. Shepherd Ju Peter (Agriculture), St. Ethanbaron V. Nusjuro (Finance), St. Topman Warcury (Justice). They deliberate over deploying the Mother Flame (Vegapunk’s creation), choose Lulucia as the test site, and frame the operation as concluding an “ancient battle.” Shown only in human form — no monster / devil-fruit transformation on-page this chapter .
