Resolution
Resolved @ Ch. 697 — The captive giants were normal children kidnapped and force-gigantified by Caesar Clown ; the “sickness” was a lie and the “candy” an addictive stimulant used to leash them, and they were freed, cured, and shipped home.
The children were abducted from their families under a false “sickness” pretense and never allowed to say goodbye — “outright kidnapping”; the “Frozen Ones” they dread are the chamber of frozen giant corpses, the facility’s earlier failed subjects (Ch. 658 , Ch. 660 ).
Their “candy” is the addictive stimulant NHC10 , and their giant size is artificial — all arrived normal-sized, their growth chemically forced — with the Master named on-page as Caesar Clown (Ch. 665 , Ch. 666 ).

Ch. 1061 — children recovering at G-14 under Tashigi

Ch. 793 — pp. 13–14 — the rescued children escorted to Vegapunk’s lab under Hina’s care
The rescued children are shown safe aboard a Marine ship under Hina ’s care, being escorted toward Vegapunk’s lab to be cured (“we won’t arrive at Dr. Vegapunk’s lab for a few more days yet”) — the post-rescue disposition of the captive children (pp. 13–14). The captive children’s drug addiction — the load-bearing obstacle to freeing them — is resolved on-page: Law has surgically removed the drugs from their bodies (“He took all the bad drugs out of our bodies!!”, “cutting their bodies to pieces” for a painful but real rehab), and the kids report feeling better (pp. 8–9). Law judges the Structure-D blast “much too small” to be the island self-destruct (the Structure-C poison-gas self-destruct panel is NOT triggered), so the children are not yet doomed by an island-wide detonation (p. 10). The giant children escape the collapsing lab on the rail cart with Brook , Chopper , Mocha and the Straw Hats, sliding through the gas gate just before it seals and reuniting with Luffy (pp. 12-14). But the rescue is immediately re-imperiled: Doflamingo orders Monet to detonate a hidden second island-killing gas weapon “by wiping out the kids” (pp. 16-17) — escalating the children’s peril rather than resolving it. Caesar’s true relationship to the people on Punk Hazard is laid bare: he floods room R-66 with gas knowing ~100 of his own men are inside, calling them “guinea pigs” whose deaths “society won’t shed a tear for” (pp. 11–12), and the gas-monster (Land of the Dead ) devours them (p. 16). The rescue’s emotional climax. Mocha swallows the entire Biscuits-Room candy stash to deny it to the withdrawing children (p6) and collapses coughing blood (pp14–15) — the first on-page proof the NHC10 “candy” is lethal, not merely addictive (Chopper : “this is what that candy REALLY does!!!”, p15). A flashback delivers the program’s full purpose: the children are test subjects in a centuries-old giant-soldier war experiment “never implemented successfully,” Caesar only wants data, and without intervention all will die within a year (pp8–10). Chopper vows a cure (“You’re going to be a grown-up one day, I swear it!!!”, p18). The rescue effort advances: Sanji and the G-5 Marines push toward the Biscuits Room exit to save the children (“Our job right now is to save those dirty, sniveling brats!!”). Tashigi stays behind to hold the corridor so Monet can’t chase the rescue party — “If you let this Logia woman survive to continue the chase, it’s MY men who will suffer!!” The corridor guardian Monet is defeated by Zoro + Tashigi, clearing the path. The NHC10 “candy” addiction becomes the live obstacle to the children’s rescue: Mocha seizes all the candy and refuses to return it (“Nobody should be eating this candy!! Please go back to being your ordinary selves!!”, p. 4), forcing the addicted children into withdrawal to save them — and is herself put “in terrible danger” as they chase her (p. 3). A flashback exposes how Caesar groomed them: he claimed his “only son” died of their “sickness” and swore to spare other children, installed Monet as a kindly handler, and rewarded each “treatment” with “candy from the master” — the children now realize “It was all lies !!” (pp. 5-6). The captive-children program is revealed to be terminal by design . In Momonosuke ’s flashback the facility is “for ailing waifs and tots,” the children all “came here from all over to get treatment” and “just want to see our moms and dads again” (pp. 6, 9). Momonosuke overhears that “Master Caesar” is “a wicked man who intends to make the children die” (p. 12), and Caesar himself gloats that the gigantification is an experiment to “find the limits of my drugs,” the drugs “can’t last forever,” “this batch of subjects won’t be around any longer,” and he’ll need a “fresh refill” of new children “in another five years” — “a necessary sacrifice for my success” (p. 12). The children are not merely captives; they are being killed. Caesar confirms the candy is the mechanism of captivity: “I give them drugged candies
every day. Nice and sweet, with a fizzy stimulant gas effect,” and runaways must return because they “won’t be
able to get their precious CANDY anymore” (p. 7). The children are imperiled mid-chapter as the
Yeti Cool Brothers ’ bombardment threatens to collapse the lab roof on them (pp. 9, 15).
The captive children’s secret is exposed: the “candy” they crave is the addictive stimulant NHC10 (Chopper finds traces in their bodies, p. 8), used to addict them so withdrawal keeps them from fleeing (p. 9). They are also being artificially grown to giant size — all arrived normal-sized, none are giants by birth, and their pituitary activity is manipulated (Robin , p. 12). Sanji , Chopper , Franky ) flee their cell amid a mob
of gigantic children . The kids are told they are “sick,” plead “Save us!!” / “I just want to go home!!” /
“We’re not sick anymore! Everyone’s all better!!” and ask whether the crew are escaped “Frozen Ones.”
