Name meaning
'Impel Down' (インペルダウン Inperu Daun) — English construction. 'Impel' = to drive/force forward, 'down' = the descent into the deep underwater prison; together evoking being driven downward into the abyss. NO confirmed Oda etymology; recorded as the transparent English reading only.

  • Ch. 364 (pp. 15-16): First named on-page in Paulie’s Gates-of-Justice exposition — “the great underwater prison… IMPEL DOWN.” It is one of the two destinations beyond the Gates of Justice at Enies Lobby (the other being the Navy Headquarters).
  • Ch. 364 (pp. 15-16): Described as the underwater prison that houses “rows of torture chambers and execution blocks” for “dangerous prisoners who’ve rampaged the world over.” Not shown on-page; named in exposition only.
  • Ch. 486 (p. 3): Established on-page as death-row for the government’s biggest captures — the newspaper reports “Fire Fist” Ace is “currently awaiting execution in the great prison of Impel Down,” after his capture by Blackbeard. Chronology / structure

  • Level 1 — “Crimson Hell” (Ch. 527 pp. 14-15): a punishment forest of “blade trees” (knife-leaves) over “spike needle grass”; jailers release poisonous spiders; victims are cut up until the whole zone runs red. Guard-beasts called Blugori (“blue gorillas, the ocean’s martial artists”) patrol it.
  • Level 2 — “Demonic Beast Floor” / “Beast Hell” (Ch. 527 p. 19; Ch. 528 pp. 2–4): holds free-roaming guard beasts too dangerous for the outside world (they would eat people) — e.g. the Basilisk (“a snake born from a chicken”), defeated by Luffy with Gear Third.
  • Lower floors (Ch. 527 p. 10): below Level 4 are rumored “monsters so dangerous they’ve been erased from history” (possibly where Ace is held); some prisoners “are sent to floors even lower than that.” Level 5 prisoners carry bounties “of at least 100 million.”
  • An “easy exit” pit on Level 1 drops escapees straight down to Level 2 — “no key needed,” because it “leads to an even more terrible hell” (Ch. 527 p. 17).
