They are not the apex of the World Government: they kneel before and take orders from a hidden sovereign, Imu, in the Chamber of Flowers (Ch. 908 , Ch. 1072 , Ch. 1085 ).
They are not ordinary humans — they manifest monstrous beast forms, first glimpsed as throne-room shadow-beasts and then shown in full on Egghead (boar, serpent, ox-demon, bird) (Ch. 1085 , Ch. 1094 , Ch. 1117 , Ch. 1120 ).
They regenerate from catastrophic damage — blown to pieces and reforming, drawing the cry “THEY’RE IMMORTAL!!!” (Ch. 1104 , Ch. 1109 , Ch. 1111 ).

In the God-Valley flashback, St. Saturn transforms into his horned beast form — witnessed by the Marines as a first (“St. Saturn just started transforming before our eyes!!”) — and rampages indiscriminately, taking damage yet regenerating (“Oww, it hurts… but it’s so fascinating”). He wields a new power, “Reversi Domino ,” that overrides a victim’s will WITHOUT causing pain (“What is this? It doesn’t even hurt…”) to force Rocks to attack his own family. Ch. 1125 pp.4–5, 11–13 — an Elder can die; a multi-century lifespan
Two structural facts: (1) Saturn personally shielded the iron giant ~200 years ago , confirming the Elders’ multi-century lifespan; (2) the “immortal” Elders can still die — Imu reduces Saturn to bones. A seat then changes hands as Garling Imu Identity .
Ch. 1120 pp. 11, 14–15 — the Gorosei fight in full mythic-Zoan forms; the snake is “Peter”
The Gorosei fight in full mythic-Zoan forms — Marines list “that huge boar!! the snake!! the bird!!” (p. 11) — desperate to “stop that transmission ” before Vegapunk ’s message concludes. Ch. 1117 pp. 6–8, 14–17 — Elders in monster forms fight the iron giant + cut the broadcast
Multiple Five Elders are present at Egghead in their transformed beast bodies (boar-form, serpent/dragon-form). They chase the Straw Hats (the boar “stopped chasing” Luffy , p. 13), clash with Zoro + Jinbei (“Kitetsu?!”, p. 8), grapple the reactivated iron giant (pp. 14–16), and one personally jams/destroys Vegapunk ’s broadcast transmitter — “Enough of this… Vegapunk!!!” (p. 17). The Elders act as the World Government’s apex enforcers, silencing the true-history broadcast.
Ch. 1112 — a Gorosei beast-body is near-indestructible; a suction maw; snail-tracking by the Voice of All Things (Egghead)
A Five Elder in monstrous boar-beast form (named on-page only as “one of the Five Elders” + “Look out!! Boar!!” / “What a ghastly transformation!!”) is shown with an extraordinarily HARD body — Luffy ’s Gear-5 punches and a Gear-3 strike both bounce off (“KLAANG!!”; “How hard is that thing?!”; chapter title “Hard Aspects”). The same beast generates an enormous suction (“inward wind”) from its mouth to drag escaping ships back to the island, and tracks a single small transponder snail by the Voice of All Things .
Ch. 1111 pp. 8, 14, 17–18 — the Gorosei are immortal; a buried WG–giants grudge

Ch. 1109 pp. 11–15 — a Gorosei cannot be damaged; black lightning is the arrival-tell (Egghead)
Luffy ’s full Gear-5 barrage does nothing to Saturn — every blow bounces off and the Elder regenerates (“So all those punches meant nothing to you, huh?!”; “How come nothing I do damages him?!”). Out of time, Saturn orders a summons (“I’ll make the summons.” / “Good.”), and a bolt of black lightning strikes Egghead , recognized on-page as “the same thing… as when the spider-gramps showed up ” — establishing black lightning as the visual signature of a Five Elder’s arrival and signalling a second Gorosei inbound.
Ch. 1104 p. 11 — Saturn’s body regenerates after being crushed
Saturn is punched flat by Kuma yet his crushed body regenerates ; he calls it “a flaw in the human form — an error in the programming .” On-page evidence the Gorosei are not ordinary humans and carry a regenerative non-human nature.
Ch. 1103 pp. 10–12 — the Elders’ instrumental view of human life, via Saturn
Saturn frames decades of human experimentation — giving infant Bonney her fruit via an extract; the chemical Sapphire Scales trial on Ginny — as routine, and dismisses Bonney’s grief over her father: “Would you bother yourself with the feelings of insects ?” (p. 12). Ch. 1094 p. 14, 17–18 — a Five Elder’s monster form on Egghead
St. Jaygarcia Saturn Egghead in person via a glowing five-point pentagram and manifests a monster form — a giant horned ox-demon head atop a six-legged, hooved/spider-like body. “Ah, the surface… it has been such a long time!!” (p. 14) implies the Elders rarely surface. The Pacifista instantly stand down: the Five Elders are the only authority above Vegapunk , and “commodores and below aren’t even allowed to have an audience with them!!” (p. 13). First full on-page look at a transformed Elder body.
Ch. 1090 pp. 3–4 — the Elders’ priorities and their contempt for human life
Over the snail, Saturn sets the WG’s Egghead priorities (York / Punk Records brain / the Mother Flame including Lucci ’s trapped CP0 group — as “disposable”: “They will always breed more to make up for any loss… think of human lives as nothing more than insects ” (p. 4). The apex authority’s instrumental view of its own elite agents, on-page.
Ch. 1089 — Saturn commands the Egghead blockade; the Hall of Power (Egghead)
St. Jaygarcia Saturn (captioned “Godhead of Defense”) personally commands the Egghead blockade from a battleship, ordering witnesses killed and the research ships sunk; the Elders are reachable in the Hall of Power , Mariejois , and treat York ’s Celestial-Dragon demand as a transaction they can grant (pp. 10–16).
Ch. 1085 pp. 2–8 — the Five Elders kneel in Imu’s throne room; beast-shadows manifest (Reverie flashback)
The Five Elders are ranged kneeling/standing down the Empty Throne stairs while Imu Cobra — reaffirming the Gorosei sit beneath Imu. As Sabo breaks in, the throne room’s defenses manifest monstrous shadow-beast silhouettes and a chess-named strike (“Rook Check” ) (pp. 7–8) — an early, unattributed glimpse of the throne’s monstrous power.
Ch. 1078 — the Elders order Vegapunk’s death and go to Egghead in person (Egghead)
The Five Elders personally order Dr. Vegapunk’s assassination and, “after a discussion with an unknown figure ,” declare his betrayal clear; they deploy reinforcements from naval bases far and wide and come in person with Kizaru as protection, expecting war (p. 11) — a rare on-page glimpse of the Elders acting as the WG’s executive will.
Ch. 1073 p. 15 — the first Elder named individually; a hidden Vegapunk history
First Elder named individually on-page: St. Jaygarcia Saturn Kizaru , the tea tested for poison) he admits a single past meeting with Vegapunk Saturn Confirms A Past Encounter With Vegapunk .
Ch. 1072 p. 13 — the Five Elders atop the operational command chain (but beneath Im)
The Seraphim authority chart places the Five Elders at the top of the operational command chain — above Vegapunk , Sentomaru , and CP0 ’s Authority Chip — but still beneath Im , to whom the Seraphim are “absolutely loyal.”
The Gorosei convene at Sacred Mariejois to manage the fallout of Wano (pp.2–3): they cannot cover up the news, fear it spreading globally, note that two Emperors fell in one battle and that Wano has sealed itself off, and pivot to ordering CP0 to capture Nico Robin since they can no longer occupy the country. Elders-as-crisis-managers.
Ch. 1037 pp. 16-17 — the Gorosei treat the Wano war as an operational opportunity
At Sacred Marijoa the Five Elders convene over an “accursed” Reverie and plan to exploit the Kaido vs Big Mom battle as cover: “death could easily come for anyone — which makes it the perfect cover to eliminate inconveniences” (p.16). They presume Nico Robin is already in custodyrenaming of a legendary devil fruit to erase its name from history (p.17).
Ch. 907 p. 17 — the Five Elders captioned “Greatest Power in the World”; grant a Yonko an audience
The Gorosei are shown at the Reverie and captioned “Five Elders — Greatest Power in the World” (an upgrade from the Ch. 233 “Supreme Leaders” framing). They grant Shanks a private audience “arranged… on your request,” noting he “should have nothing to do with politics,” establishing both their standing and an unusual pirate-to-apex-authority back-channel. Ch. 908 pp. 14–17 — the Gorosei are NOT the apex; they serve “Great Imu” and plan a “great cleansing”
At the Reverie the Five Elders debate the world’s “equilibrium” — “The time has come for a great cleansing. The world’s equilibrium cannot be maintained forever. ” (p. 14) — and brand the Nefertari line “traitors ” for being “the sole bloodline of the first 20 to remain in the lower realm” 800 years ago. The chapter then shows them kneeling before “Great Imu” in the Chamber of Flowers of Pangaea Castle (pp. 15–17), offering to strike any name from history — the first proof that the Gorosei are subordinate to a hidden sovereign. Ch. 793 — the Gorosei silence the Fleet Admiral and route the Doflamingo cover-up through Cipher Pol
The Five Elders appear at Mariejois , explicitly captioned “Highest Power of the World Government.” They overrule and silence the Fleet Admiral (“Shut your insolent mouth, Sakazuki !”), assert “the Navy is just the outward face of the government,” dismiss the deposed Doflamingo as no longer their concern, and hand the Dressrosa /Doflamingo cover-up to Cipher Pol rather than the Navy — establishing them as the real seat of WG power above the admirals, working through CP (pp. 5–6). The Five Elders convene at Sacred Mariejois (“Room of the Five Elders, Sacred Mariejois, the Red Line,” p. 2) to manage the post-war world order in person — appointing Warlords, weighing the Emperor balance, naming “D.” as their problem, and overseeing the Navy succession through Commander-in-Chief Kong . Shows them as the active steering hand of the World Government, the apex tier above the Fleet Admiral.
The World Government’s newspaper publicly reports Gecko Moria Ch. 581 (Doflamingo’s “someone even higher up” purge order to erase Moria as a “war casualty”), this is the staged public obituary covering the elimination — corroborating a command tier that manages the Warlords’ disposal (pp. 2-3). Ch. 499 — the first World Noble shown in person, wielding total impunity
The Celestial Dragons the Five Elders sit atop are shown moving among commoners in person for the first time — Saint Charlos Sabaody Archipelago (pp. 10-13); the crowd’s terror is that harming a Noble summons a Navy Admiral (p. 16). In the Water Seven flashback (~22 years before the present), the Five Elders declare: “It’s not enough to merely keep the ancient weapon from reactivating!! We must have the strongest weapons in the world at our disposal!! …We will possess the Ancient Weapon… and bring this age of piracy to a crashing halt!!” — and put Spandam (CP5) in charge of finding the Pluton blueprints. Ch. 395 pp. 4–10 — the Elders personally receive Clover’s Void-Century thesis and order his execution
Shown in silhouette receiving Clover ’s transmission (he pleaded Ch. 394 p. 19 to report the Ohara scholars’ 100-year-void hypothesis to them before dying), the Five Elders hear the full Ancient-Kingdom deduction — then order Clover shot the instant he begins to speak the erased kingdom’s name, and the Buster Call proceeds (“Don’t leave a single soul alive!”). The earliest on-page demonstration of what they protect and how far they go — they personally adjudicate Void-Century knowledge at the moment of its disclosure.
