The chapter installs the Marines’ formal ideology as a worn (literally) uniform-feature — the 正義 JUSTICE kanji-on-coat-back. Every later Marine top-command officer (Akainu, Aokiji, Kizaru, Sengoku, Garp, Tsuru) will wear this uniform-feature.
