Why this matters
Smoker is the first on-page Marine Devil Fruit user in the series. Pre-Loguetown, all on-page DF-users have been pirates (Buggy, Luffy) — the DF-as-pirate-arsenal register has been the default. Ch. 97 introduces the DF-as-Marine-arsenal category, which becomes a defining feature of the post-Loguetown world: Smoker (Smoke), Hina (Cage), the Vice-Admirals (various), the Admirals (Magma / Ice / Light), Sengoku (Buddha), and forward to the post-skip CP9-style Sentomaru. The chapter installs DF-distribution-is-not-pirate-monopolized as a world-rule.
Civilian-misunderstanding register
The monster framing by Matsu / “He took over this town” / “The customers stopped coming” installs the typical-civilian-fears-a-DF-user register at the Marine-DF-user tier — pre-loads every later civilian-fears-an-Admiral / civilian-fears-a-Yonko beat. The Tashigi-defense (“Captain Smoker is not a monster!!”) installs the subordinate-loyalty-to-CO-against-civilian-distrust counter-register.

Ch. 98+ — Smoker’s full-face reveal + on-page demonstration of his fruit-power + canonical naming (Moku Moku no Mi, Smoke-Smoke Fruit, Logia). The Ch. 97 install creates the partial-silhouette + named + DF-user sequence that the Ch. 98 reveal pays off.
