Named on-page in Ch. 70 (page 6: “Arlong’s pirates”). Operates a tribute-tax / extortion system over the Cocoyasi Village region; destroyed Gosa Village a few weeks before Ch. 70. The crew is racially homogeneous (all fishmen) — distinct from prior East Blue pirate crews (Buggy Pirates, Krieg Pirates, Black Cat Pirates are all mixed-human crews with optional themed officers). The first racial-category-defined crew in the series.

Combat-tier: fishmen-tier = Grand-Line-tier (Ch. 70 page 10 — Johnny: “This… is the kind of power you find on the Grand Line!!”). Per the Ch. 70 page 9 ten-times-strength canonization, every crew member operates at ten-times-human-baseline strength before individual combat-tier consideration.

Holds Nami as a member — coerced (per the implied un-free state + witch register from Chabo and Nojiko, Ch. 70 pages 16-18). Nami’s role within the crew is not yet specified on-page — recent-chapter: she is the crew’s cartographer per Arlong’s needs, with the cartographer-slave arrangement pending the flashback chapters.

Crew-doctrine canonization

• Tribute-or-die governance: Arlong’s pay-or-die model for ruled-villages (Cocoyasi, Gosa pre-Ch. 70).
• Cash-cow framing: ruled-humans are cash cows (page 10) — kept alive for tribute-extraction; killed for failure to pay.

Arlong Park — Bell-mère flashback (Ch. 78)

Ch. 78 shows the crew operating as tax-collection occupying army in Coco Village (not as seafarers). Arlong kills Bell-mère; Hatchan rampages through the house with his six sword-arms; the crew enforces the per-capita monthly tribute regime at exact-number granularity (100k/adult, 50k/child). The chapter is the crew’s most explicit display of organized civilian extortion in the series to-date. The records-audit-tax-enforcement tactic (Hatchan reading the village marriage/birth ledger; Arlong concluding “This one’s single”) installs paper-records-as-power doctrine alongside the per-capita tribute.

Arlong Park (Marine-engagement chapter) (Ch. 75) — Officer roster expanded; combat-feat demonstrations install fish-man-tier visually; Marine rescue fails

• Officer-roster expansion: Kuroobi (a ray fish-man) and Choo (a kisser fish-man) are introduced with on-panel epithet cards on page 12 (KUROOBI — OFFICER, ARLONG’S PIRATES (A RAY FISH-MAN) / CHOO — OFFICER, ARLONG’S PIRATES (A KISSER FISH-MAN)).
