- **Chapter title — *Chapter 168: Rainbase, the City of Dreams*** (p. 1). First on-page naming of *Rainbase* — Crocodile's desert casino-city; the seat from which Baroque Works will launch *Operation Utopia*. The chapter delivers the city visually for the first time (pp. 2, 6) and labels it on-panel (*'RAINBASE / THE CITY OF DREAMS'*, p. 6). Cross-pre-loads the arc-climax confrontation: the chapter ends with the Straw Hats inbound to Crocodile's casino and Crocodile himself on-page giving the *'go greet those fools'* order.
- Baroque Works Utopia Goal Doctrine
- **Rainbase visually debuts** (pp. 2, 6) — a desert oasis-city of palm-lined plazas, sand-coloured cube-buildings, and Babylonian/Egyptian-coded ziggurat-pyramid architecture (the central black-stepped pyramid backdrop, p. 6). Caption-named *'RAINBASE / THE CITY OF DREAMS'* (p. 6). First on-page Alabasta-kingdom city in the series.
- **Rain Dinners — Crocodile's casino — visually debuts and is named** (pp. 10, 17). A central building topped with a giant crocodile-statue and the marquee *'RAIN DINNERS'*, set on an artificial lake/moat (p. 17 — *'It's in the middle of a lake!!'*). Vivi: *'There! See the building with the crocodile on it? That's Rain Dinners, Crocodile's casino!'* (p. 10). The casino is the chapter's convergence-point and Crocodile's operational headquarters in Rainbase.
- **Crocodile is on-page for the first time — partial-visual reveal (stitched-mouth scar close-up)** (p. 19, bottom panel). Mid-laugh extreme close-up of his lower face, showing his **scarred mouth and signature stitched / chin-scar** in profile-view. Full face/figure still **not** shown — only the lower half. Caption-line: *'Go greet those fools!! Ha ha ha ha ha!!'* **First on-page visual of Crocodile** in the series — the Ch. 0113 named-on-page / Ch. 0126-127 voice-on-page slow-drip continues into Ch. 168's partial-face reveal. The full face/full-figure visual debut remains forward-canon (~Ch. 173).
- **Crocodile + Miss All Sunday on-page together at Rain Dinners** (p. 19). The boss-and-VP tableau is shown inside Rain Dinners' arched-hall interior — Miss All Sunday in her wide-brimmed cowboy hat at his side, smiling, *'Yes, sir.'* The Ch. 0114 / Ch. 0127 *partner-of-the-boss* compartment-doctrine pays off on-screen at the boss's operational HQ.
- ***The Millions* named on-page as Crocodile's lower-tier minion class** (p. 19). Crocodile: *'Yes. I just got word from the Millions. Ha ha… Vivi… and the pirates… are here?!'* — **first on-page utterance of *The Millions*** as Baroque Works' street-level field-force, the rank below the Officer Agents and Frontier Agents. Pre-loads the entire Alabasta-arc street-mob combat-tier and the forward-canon *Billions vs Millions* Officer Agent-led-bands grammar (Ch. 169+).
- **Climate Baton — Usopp's gadget invention for Nami debuts and is named** (pp. 3-4). Usopp presents Nami with three combine-pipe sticks: *'Have a look!! Just what you asked for!! I call it… the *Climate Baton*!!'* / *'At first glance, they look like ordinary pipes… But you can combine them in different ways for different attacks!'* **First on-page Nami-asks-Usopp-for-a-weapon beat and first prototype of what becomes the Clima-Tact** — the load-bearing forward-canon weapon-development chain for Nami begins here. Sanji's prince-charming protest follows: *'Hey, don't give Nami that dangerous weapon!!'* / *'I'll protect them!! Nami and Vivi don't have to fight!'* / *'Just call me Prince Charming! Ha ha…'* Pre-loads the Clima-Tact debut later in the Alabasta arc.
- **Smoker + Tashigi confirmed in Rainbase ahead of the Straw Hats** (pp. 6-8). Smoker and Tashigi sit drinking water at a Rainbase plaza-café, debriefing: *'Why Rainbase, Captain Smoker?'* / *'Call it a hunch.'* / *'You think Crocodile's involved with that crime syndicate?'* / *'I dunno.'* / *'There's something fishy about this country. It's like there's a giant shadow hanging over it.'* Pays off the Ch. 128 Smoker-sets-course-for-Alabasta pursuit-lock — the Marines beat the Straw Hats to Rainbase by tracking Crocodile, not Vivi. **First on-page Smoker-articulates-a-Crocodile-suspicion beat**.
- **Chopper inadvertently leads the Marines to the Straw Hats** (pp. 8-9). Chopper, sent on a *'simple errand'* to pee outside the café (p. 8: *'I gotta pee.'*), sees the Marines paying for the water-barrels he was sent to fetch (*'I don't know how much we owe.'*), runs back to the crew yelling *'How should I know?! Just run!!'* with the Marines in tow — *'What's the navy doing here?!'* / *'After them, Tashigi! Call for backup!!'* (p. 8). **First on-page Chopper-trips-the-Marine-encounter beat** — recurring Chopper-as-comic-trigger-of-combat register installs.
- **Zoro-vs-Tashigi second on-page encounter — Zoro refuses to fight her** (p. 15). Tashigi: *'So we meet again, Roronoa Zolo!!'* / Zoro (slowing, sheathing): *'I've got no beef with you!! Our business is finished!!'* / *'Finished?! We never even crossed swords!'* / *'Hey! Wait!! Crap! I can't fight her!!'* / *'Don't tell me what to do!!'* / *'What?!'* / *'Don't look at me with that face!!'* **First on-page direct dialogue with the Kuina-face-refusal doctrine articulated openly** — Zoro names the refusal-cause as the *face* (not the swords, not the rank). Pre-loads the recurring Zoro-vs-Tashigi *can't-cut-Kuina's-face* combat-restraint pattern. The Sandai Kitetsu / Yubashiri / Wado encounter at Loguetown is structurally re-keyed: the Loguetown blade-exchange is now placed *after* a refusal that re-grounds it in the same psychological obstruction.
- **Usopp *Wadder (Water) Star* attack named and debuts** (pp. 11-12, 16). Usopp's slingshot-projectile loaded with a water-balloon (*'BWOING!! …BALLOON!! …WHITE VINE!!'*) and bursting on impact (*PLOOSH!!!*); shoot-out at the Rain Dinners entrance: *'Go away, Baroque Works!!!'* / *'It's them! Open fire!!'* / *'WAH!! …WAH!!'* (p. 16). Usopp's caption-noted *Wadder (Water)!!* yell (p. 3) pre-named the projectile-class — the **water-balloon star** is a new entry in Usopp's slingshot-ammunition arsenal alongside Boom Star / Lead Star / Gun-Powder Star. The wadder-mute is a clear escape-tactic-and-counter (extinguishes pursuit, blinds Marines with water-splash).

Summary
Cover-art (p. 1): Django’s Dance Paradise, Vol. 33: “Acquittal by Feeling the Beat!! Fullbody Demoted.” — Django earns an acquittal from a Marine tribunal by drumming, while Fullbody (the Baratie-arc lieutenant) is shown demoted and lashed in the dock. The Django cover-arc lands at the Marine-court resolution-phase.
In-story, a desert-dawn caption (p. 2) marks the chapter clock: “The sun sets, the sun rises… In one hour Baroque Works will launch… Operation Utopia.” Operation Utopia is named for the first time on-page, with a one-hour countdown. Below the captions, the Straw Hats + Vivi approach a desert oasis-city across the dunes: “That’s Rainbase!! I see it!! Finally!” — first on-page debut of Rainbase, the City of Dreams.
The crew assembles at the city outskirts (pp. 3-5). Usopp presents Nami with his new gadget — the Climate Baton, three combine-pipe sticks that “look like ordinary pipes… but you can combine them in different ways for different attacks”. First on-page Nami-asks-Usopp-for-a-weapon beat — the prototype that becomes the Clima-Tact. Sanji intervenes in prince-charming mode (“I’ll protect them!! Nami and Vivi don’t have to fight!” / “Just call me Prince Charming! Ha ha…”) — first on-page Sanji-self-names-as-Prince-Charming beat. Vivi briefs the crew on the threat: Baroque Works knows what they look like; Mr. 2 + Mr. 3 are in town; “they specialize in assassination.” Usopp panics; Luffy reduces it to “Yeah!! Let’s kick Crocodile’s butt!!” and gets bonked by Vivi (WHAK!! “Were you even listening?!”).
Inside a Rainbase plaza-café (pp. 6-7), Smoker and Tashigi are already in town — drinking water, debriefing: “Why Rainbase, Captain Smoker?” / “Call it a hunch.” / “You think Crocodile’s involved with that crime syndicate?” / “I dunno. There’s something fishy about this country. It’s like there’s a giant shadow hanging over it.” The Ch. 128 Smoker-sets-course-for-Alabasta pursuit-lock pays off — but the Marines arrived by tracking Crocodile, not Vivi. They drink barrels of water and decide to wait “until somebody makes a move.”
Tony Tony Chopper, sent on a “simple errand”, is outside peeing (“I gotta pee.”). He sees the Marines pay for the water-barrels he was supposed to fetch (“How much do we owe?!”) — bolts back to the crew screaming “How should I know?! Just run!!” with Smoker and Tashigi in pursuit (“After them, Tashigi! Call for backup!!”, p. 8). First on-page Chopper-trips-the-Marine-encounter beat.
A multi-page chase through Rainbase’s plazas (pp. 9-11): “If we keep running around town like this, Baroque Works is sure to notice!!” Vivi pivots — “There! See the building with the crocodile on it? That’s Rain Dinners, Crocodile’s casino!” — first on-page naming and visual of Rainbase · Rain Dinners, a black-stepped pyramid casino topped with a giant crocodile-statue and set on an artificial lake (p. 17). The crew splits up to converge there.
Combat erupts in the streets (pp. 12-16):
- Smoker vs. Luffy (pp. 11-12) — Smoker extends a smoke-arm whip named White Vine (BWOING!! “You can’t run forever!!”); Luffy counters with Gum-Gum Balloon (SWOOM!! …OM!!) — first on-page Luffy air-inflation-defense vs. Smoker’s Logia, and first on-page named Smoker Logia-attack since Loguetown.
- Zoro vs. Tashigi (pp. 14-15) — Tashigi: “So we meet again, Roronoa Zolo!!” Zoro sheathes mid-stride: “I’ve got no beef with you!!” / “Our business is finished!!” / “Don’t look at me with that face!!” First on-page Zoro-refuses-to-fight-Tashigi because of the face dialogue — names the Kuina-face-refusal doctrine openly for the first time.
- Sanji + Usopp covering (pp. 13-14) — Sanji: “I’ll deal with these guys… Now with that smoked jerk out of the way… Bad luck for you. Heh heh…” Usopp opens fire from the chase-line.
- Usopp’s Wadder (Water) Star attack debuts (pp. 11-12, 16) — slingshot-launched water-balloon projectile, balloon-form mid-air (BALLOON!!) bursting on impact (PLOOSH!!!). At Rain Dinners’ steps Usopp drives off the BW street-guards with a coordinated barrage: “Go away, Baroque Works!!!” / “It’s them! Open fire!!” / “Good job, Usopp!! You did it!!”
The crew reaches Rain Dinners (pp. 17-19). Zoro arrives last (Smoker still pursuing); Vivi/Nami/Luffy/Usopp/Sanji rush the entrance under Vivi’s intel: “Look!! It’s the entrance to Rain Dinners!! It’s in the middle of a lake!!” Closing splash (p. 19, top): Luffy charges through the casino doorway — ”…Crocodile!!! Here we come…”
Cut to the casino interior (p. 19, mid-bottom). Crocodile and Nico Robin (Miss All Sunday) are on-page together at Rain Dinners. Crocodile (mid-laugh, lower-face only — stitched-mouth scar visible for the first time): “Yes. I just got word from the Millions. Ha ha… Vivi… and the pirates… are here?!” Miss All Sunday: “Yes, sir.” Crocodile: “Go greet those fools!! Ha ha ha ha ha!!” First on-page partial-visual reveal of Crocodile, first on-page utterance of The Millions as Baroque Works’ lower-tier minion class, first on-page boss-and-VP tableau at the operational HQ.
Chapter ends on Crocodile’s laughter — the named-but-shown-only-by-scar slow-drip continues; the casino-confrontation is the next-chapter cliffhanger.
Back-matter (p. 20): SBS Question Corner — Oda confirms giants live up to 300 years (Dorry/Brogy aged 58 at duel-start → 158 today, still fighting prime); Oda explains the X on Chopper’s hat is the cross symbol from the hospital, only it’s crooked — “it’s also on Hiriluk’s head.”

Reader: “How old are Dorry and Broggy?” Oda: giants live to 300, mature at half rate, adults at 40; D + B started fighting at 58 = today 158, still in fighting prime, but older than Dr. Kureha. Second Q: “Why is there an ‘X’ on Chopper’s hat?” Oda: “The ‘X’ on Chopper’s hat is the cross symbol from the hospital, only it’s crooked. Not too many people noticed this, but it’s also on Hiriluk’s head.” SBS back-matter; first SBS Q-corner of Vol 19.
Open questions raised
- What is Operation Utopia operationally? Named on-page (p. 2) with a one-hour countdown, but the operation’s specific mechanism (forward-canon: kingdom-coup via Dance-Powder weather-sabotage and Royal/Rebel army collision) is not yet on-page.
- What does Crocodile look like (full face)? Ch. 168 shows only the lower-face scar. The full face/figure is still deferred.
- Who/what are the Millions? Named off-page as the lower-tier minion class who fed Crocodile his intel. Their composition, deployment, and combat-tier are forward-canon.
- How will Zoro break the Tashigi-face refusal? First open articulation of the doctrine in Ch. 168 — the future combat-resolution is far off.
- What is the Climate Baton’s full capability set? Three combine-pipes are shown but not deployed in combat this chapter. The forward-canon Clima-Tact transformation is the next stage.
- Does Crocodile know Vivi is inside? “Vivi… and the pirates… are here?!” (p. 19) — the laugh-tell suggests delight, not alarm. The trap-grammar is the next-chapter cliffhanger.
- What is Smoker’s giant shadow read? Smoker’s instinct-tell about Crocodile as the gravitational mass distorting Alabasta is unanalyzed in-text. Pre-loads his anti-Crocodile Warlord-vs-Marine register.
Specialist follow-ups
- etymology — Rainbase (“レインベース”; possibly rain + base, an irony given the desert setting — or possibly rain as gambling slang for winnings-shower); Rain Dinners (anagram of Sand-Drainer, per longstanding fan reading — worth confirming via SBS); Climate Baton (Japanese 天候棒 / tenkō-bō?); Wadder (translator’s Water! phonetic gag for Luffy’s mispronunciation — VIZ’s Wadder is the chosen rendering); Millions / Operation Utopia (English-loanword codename grammar continues the Baroque-Works number-name + utopia-rhetoric register).
- is a recurring Oda villain-trap-ready register (cf. Doflamingo at Dressrosa, Big Mom at Whole Cake, Kaido at Onigashima); the Ch. 168 install is the prototype. Check the casino-as-lair visual register for later mirrors (Hody’s Noah-aquarium-fortress? Doflamingo’s Coliseum?). The scar-before-face reveal-iconography (p. 19) is rare — Oda mostly reveals face-first; check whether Marshall D. Teach gets the same treatment.
- cover-tracker — Django cover-arc lands at Marine-court-acquittal-by-drumming + Fullbody demoted (Vol. 33). This is the resolution-phase of the Django serial — the next entries should bridge into the forward-canon Hina-unit conscription. Track the Fullbody-demotion thread; cover-arc fuses two Baratie-era characters.
- score-predictions — the Smoker-as-Alabasta-arc-wildcard prediction (implicit in the Ch. 0128 pursuit-lock) now lands: Smoker IS in Alabasta, hunting Crocodile-via-suspicion. Score the prediction partial-correct; forward-canon will confirm the Smoker-vs-Crocodile humiliation-scene.
- sbs-archivist — p. 20 SBS: log the giants-300-year lifespan canonization (Dorry/Broggy 158 yo, still in fighting prime, older than Kureha) and the Chopper-X-hat = crooked-hospital-cross (same mark on Hiriluk’s head) — both reinforce existing vault entries (Giants Lifespan And Race, Hiriluk iconography link).
