Aqua Laguna is the annual flood-tide that submerges Water Seven . Named on-page Ch. 335 .
What we know
Ch. 335 : Aqua Laguna is an annual high tide / flood event that submerges the entire city of Water Seven under seawater ; residents must evacuate to high ground (pp. 7–8).Ch. 335 : It is forecast and announced city-wide by the Water Seven Weather Bureau as an “Aqua Laguna alert”; this occurrence is timed to hit at “about half past midnight ” (≈12

The flood night is re-flagged twice: Nami reads the city’s flood-prone topography and weather — a typhoon may come tonight , the air pressure is dropping , “it’s just asking for flood damage” (pp. 2–3) — and the old hag Kokoro , at Blueno’s Bar , flatly states “Aqua Laguna’s coming ” and asks whether the patrons have weatherproofed their houses (p. 15). The flood is explicitly synchronized with Nico Robin ’s “tonight” CP9 missionWater Seven , Kokoro , Nami , CP9 .
The citywide Aqua Laguna warning is broadcast and the evacuation begins (pp. 4–5): an official city broadcast issues the “Aqua Laguna warning,” orders residents to evacuate, and designates the docks of the shipbuilding factories as evacuation centers . Residents seal their iron house-doors against the flood (“if the house floods, everything will be destroyed”, p. 4); the waves and wind rise sharply through the chapter. The rough weather does NOT halt the Sea Train this day — the 11 AM Enies Lobby train still departs “in this terrible weather” (p. 8). The storm/flood rises through the chapter: the town evacuates to factory-basement centers, shops close (“we’re closed… we’re evacuating now!”, pp. 7–8), the waves swell (“The waves are getting bigger”, p. 10), and the wind rises throughout (“FWOOOO…”, pp. 6, 12, 17, 19). The crew explicitly counts on the storm-driven commotion as cover to slip past Galley-La Company ’s guards (Luffy, p. 19), and Zoro reasons the assassins will use “the storm as cover” to strike Iceberg (pp. 3–4). The Aqua Laguna tide rises visibly over the City of Water (pp. 2, 13); Franky explains its mechanics from Water Seven’s side: the back-alley sidewalks flood first, the sea “normally comes up to the second floor of the houses,” and the rising waters are really because the island is sinking (the modern city is built on the rooftops of an older, several-hundred-year-old town), not because the sea level itself is rising (pp. 13–14). The rising water level forces second-floor boarding at the Sea Train station — the storm-surge is now high enough to flood the ground floor (“Due to the rising water level, please board from the station’s second floor”, p. 19). The flood does NOT halt the line; the 11 PM Enies Lobby train still runs. The chapter’s back-matter SBS confirms Aqua Laguna is modeled on Venice’s real-world “Acqua Alta ” high-water phenomenon (Oda discusses “Venezia,” the city of water). Aqua Laguna’s operational impact on the Sea Train is canonized: the 11 PM Enies Lobby train is the last one before service “temporarily stops… because Aqua Laguna is on its way” (p. 8), and the schedule is “pushed forward” as the water rises (pp. 15-16). Missing the train strands the crew with “no way to leave the island.” The flood becomes the explicit dash-to-the-train deadline the rest of the Water Seven climax (and the Enies Lobby pursuit) is built around; the clock is counted on-page (10

Aqua Laguna Last-Train Service-Halt Clock Water Seven .
This year’s Aqua Laguna is explicitly ABNORMAL. Waves are “as fast as during last year’s Aqua Laguna” peak , and the storm rips the bolted-down cast-iron timetable post out of the station floor — “this sort of thing has never happened before, not once” (pp. 14-15). The surge floods Blue Station and nearly sweeps Nami ’s rescue group out to sea until the Yagara Bull pulls them clear (p. 13). The chapter also establishes the Sea Train ’s storm tolerance: it normally “passes just outside the storm-affected waters right before the high tide starts” and can ride out even the biggest waves “as long as it doesn’t take a direct hit” (p. 15) — priming the Sea Train’s vulnerability to a direct hit. The ebb tide is shown on-page for the first time (pp. 12–14): before the flood returns, the sea drains far out and the canals/seafloor are exposed (“the ocean’s dried up”). Kokoro marvels she has not seen such a sight “in decades… not even ” (pp. 13–14). Paulie reads the ebb as a forecast — “the more water ebbs out, the bigger the wave that will return ” (p. 14) — planting that this year’s flood will be unusually large. The city evacuates and the alarm rings: “AQUA LAGUNA IS COMING!! DON’T YOU WANT TO LIVE?! ” (p. 19). Ch. 363 — ⭐ PAYOFF: the surge crashes into Water Seven on-page
The Aqua Laguna tidal surge finally arrives and devastates the lower city (pp. 12–18) — the long-forecast storm becomes the on-page disaster. The wave climbs the stepped main building and pours down the stairs into the back alleys; Nami ’s group (Luffy , Zoro , Chopper ) is nearly swallowed and escapes only by reaching the Great Bridge (high ground). Zoro cleaves the onrushing wave/falling tower with One Sword Style: Thirty-Six Caliber Phoenix and Chopper’s Rumble Ball “Jumping Boost” launches the group clear (pp. 15–17); the wave keeps ravaging the back alleys behind them (p. 18). Aqua Laguna’s lethality canonized at the city scale. Even on the elevated Shipbuilding Island it “doesn’t feel safe”; successive second and third waves keep coming (pp. 6-9). The townspeople state “no ship has ever survived the oceans even during a NORMAL Aqua Laguna ,” and on this ocean right now “even the biggest galleon… would get shattered to smithereens in one blow ” (pp. 12-13). This year’s flood is explicitly worse than usual — “It’s different this year ” — and the only vessel able to ride it out is the Sea Train (pp. 20-21). The Aqua Laguna wave becomes an active obstacle to the Sea-Train chase. A towering wall of water stands directly in the runaway Rocketman ’s path (pp. 13-16); Chimney spots it — “Granny, granny! It’s Aqua Laguna!” (p. 13). With the Rocketman ’s throttle dead and unstoppable, the crew readies the cannon to “do something about this wave” (p. 16) — the flood is now an active set-piece hazard for the chase rather than just a storm forecast. The wave is breached. The runaway Rocketman charges directly into the towering Aqua Laguna wave. The Franky Family ’s mounted “Super Scrap Cannon” fails to dent it, but a combined Luffy (Gum-Gum Three-Hundred Pound Cannon) + Zoro (216-count cannon) blast punches a hole clean through , letting the train burst out the far side (“WE GOT THROUGH!!”, pp. 6–10). First on-page demonstration of a vessel forcing through Aqua Laguna — answering the @0364 “no ship has ever survived” framing (it took a brakeless runaway plus two monster-tier cannon strikes to do it). Volume 38 SBS — Aqua Laguna is modeled on Venice’s real “Acqua Alta”; Water 7 is Venice
A reader notes Venice’s “Acqua Alta ” high tide forces townspeople into long boots and asks if it’s the model for Aqua Laguna. Oda: “That’s right. Venice is a very famous place in Italy for its ‘water city’ nature, so I decided to make that the design model for this story.” Confirms the whole Water Seven = Venice coding (the Italian-not-Japanese name acqua laguna is itself the tell). Oda adds that nothing like Aqua Laguna actually happens in real life — Venice is safe to visit.
