Name meaning
*Reinbēsu* (レインベース) = English 'Rain Base' — literally **the base of rain** / **rain-water HQ**. Most thematically loaded place-name in Alabasta: in a desert kingdom suffering a Crocodile-engineered three-year drought, Crocodile's headquarters-city is named for the **one thing the kingdom lacks** (rain). The city sits on a lake — the only major standing water in the desert interior — so 'Rainbase' is also literal. The dramatic irony is structurally encoded: Crocodile, who has *stolen* the kingdom's rain through Dance Powder, lives in the only place that *has* water and names his city after the rain he withholds. The 'Town of Dreams' epithet (casino-city) compounds the bitter joke.

The city’s exterior is not yet visually shown as of Ch. 160 — named only. The Crocodile-throne-room HQ shown on Ch. 0160 p. 7 (chandelier-lit, palm-trees-outside-arched-windows, ornate desk) is the interior of his Rainbase seat. Forward-canon: Rainbase houses Crocodile’s Rain Dinners casino — the Town of Dreams epithet reads as a gambling-economy nod, pre-loading the casino-as-trap set-piece.

Etymology

Rainbase — English rain + base. The name encodes the city as a rain-themed locale in a desert kingdom (thematic irony — the saga’s central manipulation is Crocodile’s the people of Alabasta dream of rain drought-doctrine; the BW boss’s seat-city is named for the missing element). The Town of Dreams epithet reads as casino-dreams of fortune-from-gambling, thematically echoing Crocodile’s the people of Alabasta dream of rain manipulation.
