  • Chapter-title-canonization of Crocodile’s pre-Warlord 81M bounty (Ch. 177 p. 1). The chapter title 30 MILLION VS. 81 MILLION is Oda’s own-voice canonization of the Ch. 0155 caption (FORMER BOUNTY: 81 MILLION BERRIES) — resolves the Ch. 0113 (Vivi’s 80M oral citation) vs Ch. 0155 (caption 81M) citation conflict in favor of 81M as the load-bearing number. Cross-link Crocodile 81 Million Berry Former Bounty Citation Conflict (Ch. 0177 chapter-title-canonization payoff).
  • Chapter-title invokes the pre-Warlord bounty deliberately — the Warlord status currently suspends Crocodile’s bounty (per the Ch. 0113 Vivi-canonization of the Warlord-bounty-suspension rule). The chapter title is deliberately mismatched to current state — it invokes the pre-Warlord-era ranking to frame the duel as a bounty-class-mismatch fight. First on-page chapter-title-grammar invocation of the pre-Warlord bounty. The Warlord-suspension is now a narrative-device — Oda invokes the pre-Warlord number to frame the real-world strength differential the Warlord-rank obscures.

Doctrine (Yosaku’s Ch. 69 exposition)

“The Seven Warlords of the Sea… The seven government-recognized pirate leaders. The Seven Warlords inhabit wild regions, and unlicensed pirates are easy targets for their marauding. The government allows the Seven Warlords to raid the seas in return for a cut of their haul. Other pirates call them ‘government dogs.’ But they’re tough!!!”

Warlord-license-with-consequence sub-doctrine

Jinbei’s Warlord-license came with a trade: “In exchange for becoming one of the Seven Warlords, Jimbei released… a holy terror into the East Blue.” (page 7, panel 4). The holy terror is Arlong, Jinbei’s equal, now operating in the East Blue.

The Ch. 69 doctrine: the WG is willing to trade worse-evils-for-lesser-evils to pacify high-tier threats. Forward-payoff: every later Warlord arc (Crocodile/Alabasta, Doflamingo/Dressrosa, Moria/Thriller Bark, Blackbeard/Marineford, Hancock/Amazon Lily) operates under this morally-compromised pacification logic.

Warlord seats realized on-page so far: Mihawk (Ch. 069), Jinbei (Ch. 069), Crocodile (Ch. 113), Kuma + Doflamingo (Ch. 233), Gecko Moria (Ch. 449 — named + first shown). Blackbeard’s candidate-petition (Ch. 234) is now realized as an APPOINTMENT Ch. 474 — named the successor to Crocodile’s vacated seat (still off-page as a seated Warlord; not yet shown convening).   • Sir Crocodile — named on-page in Ch. 113 page 9 by Vivi as the boss of Baroque Works. Second on-page Warlord identified (after Mihawk in the Baratie arc). The on-page utterance pre-loads Crocodile’s much-later Alabasta-arc appearance (~Ch. 155+) at the Warlord-tier mismatch register — Vivi explicitly frames Crocodile as out-of-tier for the Straw Hats at this point in their arc (“…you’re no match for Sir Crocodile…”).
  • Cross-link Warlord Bounty Suspension Rule (new — Crocodile’s pre-Warlord 80M bounty is now suspended; Vivi page 13 canonizes the Warlord-bounty-suspension rule on-page for the first time).

The seven cloaked silhouettes holding vertical swords group-portrait (page 5, bottom panel of Ch. 69) is the iconic Warlord splash. Recurs as the Warlord-meeting establishing shot across every later Warlord ensemble arc.
