Marine Captain stationed at Navy Base 16. Introduced Ch. 69 pages 12-15. White-haired, big-nosed, rat-faced (the name-as-physiognomy tell — nezumi (鼠) = mouse/rat). Wears the standard Marine cap and coat with the MARINE lettering visible. Accepts a wrapped envelope of cash from Arlong’s crew (page 12, panel 3) — first on-page cash-corrupted Marine officer in the series.

Narrative function (Ch. 69 install + forward)

Nezumi is the chapter’s third Marine-corruption-mode reveal after Ch. 1-4 Morgan (power-corrupted) and Ch. 21 lazy-cameo (duty-shirking). His specific mode is cash-corrupted.

Forward-payoff (not Ch. 69 — context): Nezumi triggers the Arlong-arc climax by raiding the Cocoyasi household after Nami buries her treasure-cache (Ch. 79-80). The Ch. 69 install plants him as the arc’s external-trigger mechanism.
