Marine Captain stationed at Navy Base 16. Introduced Ch. 69 pages 12-15. White-haired, big-nosed, rat-faced (the name-as-physiognomy tell — nezumi (鼠) = mouse/rat). Wears the standard Marine cap and coat with the MARINE lettering visible. Accepts a wrapped envelope of cash from Arlong’s crew (page 12, panel 3) — first on-page cash-corrupted Marine officer in the series.
Doctrine
- On Arlong’s monthly payroll — “Here you go, this month’s cut.” (page 12).
- Arlong’s same-language friend — Arlong: “You and I speak the same language!” (page 14, panel 2). The two share the money-is-truth axiom.
- Self-preserving — tries to leave when Arlong gets too drunk/celebratory: “It looks bad for a patrol ship to anchor here overnight… NO… I really must excuse myself…” (pages 14-15).

- Returns to Arlong Park on his Marine ship with the seized cache (page 2): “93 million berries!!!” / “I can’t stop laughing!!” / “It’s smeared with mud and blood and it’s falling apart.” / “Splendid!!” / “30 percent of it is ours!” / “She did manage to amass an impressive hoard — for us!!” / “That poor naive girl worked like a dog for eight years to free her village. Hmph!” The chapter confirms the cache-figure as 93M, not 99M (Ch. 80 interior-monologue was slightly off) and installs the 30/70 Marine/Arlong revenue-split — Nezumi keeps ≈27.9M, Arlong gets ≈65.1M.
- The Marine-as-laundering-front pipeline reaches its East-Blue operational peak: the bribed Marine captain (a) seizes the pirate-thief’s cache under a thief is a thief legal cover, (b) returns to the pirate’s base, (c) splits 30/70 with the pirate. The chapter is the canonical operational example of the World-Government-Marine-corruption pipeline.

Narrative function (Ch. 69 install + forward)
Nezumi is the chapter’s third Marine-corruption-mode reveal after Ch. 1-4 Morgan (power-corrupted) and Ch. 21 lazy-cameo (duty-shirking). His specific mode is cash-corrupted.
Forward-payoff (not Ch. 69 — context): Nezumi triggers the Arlong-arc climax by raiding the Cocoyasi household after Nami buries her treasure-cache (Ch. 79-80). The Ch. 69 install plants him as the arc’s external-trigger mechanism.
