CP9 (Cipher Pol No. 9) is a World Government covert intelligence and assassination unit — “the one that shouldn’t exist,” uniquely licensed to execute. An unidentified masked operative is shown speaking to Nico Robin on the Water Seven backstreets Ch. 325 (identity concealed); the name “CP9” is not spoken on-page until Ch. 339 (p. 17), is fully explained @0343/0346, and a caption confirms the unit is “under the direct control of the World Government” Ch. 345 (p. 18). Its embedded Water Seven agents — Rob Lucci, Kaku, Kalifa, and Blueno — unmask on-page Ch. 345, confirming the long-running embedded-agent inferences and naming the operation’s objective: the blueprints of the Ancient Weapon Pluton.
Cipher Pol institutional context
Cipher Pol (CP1–CP8) are the World Government’s standard intelligence agencies. CP9 is the secret ninth unit “that officially does not exist” — the only one licensed to kill. The unit is captioned on-page Ch. 345 (p. 18) as “under the direct control of the World Government,” and Lucci states its hallmark: “For us, going undercover is the easiest thing in the world.”
CP5 — the sibling Cipher-Pol unit captioned in the Water Seven flashback (Ch. 355, p. 4): Spandam, “Cipher Pol No. 5, Chief Officer,” ran the Ancient-Weapon-blueprint hunt against Tom’s Workers ~14 years before the present. CP5 is named on-page as a unit Ch. 356 (p. 13): Spandam declares “we of the CP5 captured them” as he frames Tom’s Workers — establishing on-page that the Cipher Pol system runs multiple numbered units across eras. CP5 secretly hijacked Franky’s unmanned Battle Frankies to attack the government’s own Judicial Ship, then branded Tom’s Workers the attackers, manufacturing the crime that convicts Tom so Spandam can seize the Ancient-Weapon blueprint (“I’ll have the Ancient Weapon blueprint in no time!!!”, p. 13). Per the batch reconcile, this CP5 Spandam is the same man as the present-day CP9 Director Spandam (one Cipher-Pol career: CP5 → CP9 Director). CP6 & CP7 — two more sibling Cipher-Pol units surface Ch. 362 as part of the Sea Train escort to Enies Lobby (p. 9): Jerry, a Cipher Pol No. 6 (CP6) intelligence member and boxer “from Karate Island,” is defeated by Sanji earlier in the chapter (pp. 4–8); and Wanze, “a fighter from Cipher Pol No. 7 (CP7),” doubles as the train’s head waiter. The escort coordinates with the CP9 field cell (“report this to Lucci right away,” p. 3). This is the first on-page sight of CP6 and CP7 as named units, confirming the multi-numbered Cipher-Pol system spans the present day (CP6/CP7) as well as the flashback era (CP5). The CP7 identity is reinforced Ch. 368: the kidnap-train officials order the boarders to “report this to CP7” (p. 15) and Wanze is captioned the “CP7 Cooking Fighter” blocking Car 4 (p. 18) — the first clearly-labelled on-page sight of a non-CP9 Cipher-Pol field combatant, sharpening the distinction between CP9 (the secret assassination unit) and the lower CP divisions.
CP5 / CP7 / CP8 sent to Egghead and lost (Ch. 1078). Three months before the Egghead Incident, CP5 was dispatched to verify the report that Vegapunk is studying the Void Century (found no evidence) but their ship vanished after leaving Egghead; CP7, then CP8 agents were sent next and none returned (pp. 10-11) — likely the caged captives referenced in Ch. 1077. The repeated failures escalated the job to CP0.
CP8 — the Sorbet-Kingdom surveillance op + agent Alpha (Ch. 1100). In the deep-past Kuma/Bonney flashback, Cipher Pol No. 8 dispatches the bespectacled agent Alpha (“Nurse Alpha”) to Sorbet Kingdom to surveil young Bonney during her Sapphire Scales recovery and enforce her status as the World Government’s hostage for Kuma’s obedience; the CP8 unit builds “temporary housing” outside the church to watch the town (pp. 13–14). Alpha crushes a can one-handed and warns Kuma a “child’s neck… can be crushed just like that” (p. 14).
Revealed roster — Water Seven cell (unmasked Ch. 345)
The complete CP9 — all “in the same place at once” for the first time in five years (p. 15) — assembles at Enies Lobby when the Water Seven cell arrives with the captives Robin & Franky. The three additional “Masters of the Six Powers” and their Director are introduced:

The Tewaza Ranking (VIZ “Power Level”) is a “Six Powers skill” by which Fukuro reads an agent’s physical strength as a single numeric figure — named and demonstrated on-page for the first time Ch. 379 (pp. 8-11). Calibration: an ordinary man wielding a weapon = Power Level 10. It measures physical ability only — explicitly not Devil Fruit power (Lucci: in an actual fight he’d add Devil Fruit power on top).
