Cover-story Vol. 12 — Morgan Runs (Ch. 96 — paratext)

• Morgan escapes Marine custody mid-transit (cover-story Vol. 12). Still in striped prisoner outfit (axe-hand intact); attacks his own son Helmeppo (the Marine chore-boy assigned to his escort detail) on a small Marine transport boat. The Vol. 9 extradition (Ch. 92) is operationally failed: Morgan is now off-Marine-rolls and on-the-run.
• Status updated to at-large. Forward-pattern: pre-loads later cover-installments where Morgan is the fugitive antagonist of the Koby-Helmeppo arc.

Cover-story Vol. 9: The Extradition of Morgan (Ch. 92)

• Shackled / horizontal-striped prisoner-uniform, axe-hand visible.

• Off-panel/bound captive visible on p. 2-3 — paraded through Shells Town as proof that the tyranny is over. The town and the surviving Marines openly celebrate. The Morgan-tyranny arc is closed.

Romance Dawn — Shells Town (Ch. 6)

• First full on-page reveal of the “shoots his own men” command (pages 11-12): orders his panicking subordinates to “shoot yourselves in the head” — “I won’t tolerate defeatists… in my outfit!!!” Establishes that Marine corruption at the captain level extends to capital discipline of underlings, not just exploitation of civilians.
• First on-page self-introduction by full rank-and-epithet (page 14): “I’m Captain Axe-Hand Morgan!!!” — paired in a beat-mirror with Luffy’s “I’m Straw Hat Luffy!” on the same page. The two characters are named by their physical-marker artifact (hat vs. axe-hand) — the first explicit instance of the prop-as-identity pattern that will define the cast for the next 1100+ chapters.
• Sentences Luffy to death (page 18: “I sentence you to death!”) and attacks with the axe-arm (pages 17-19) — Luffy is briefly stunned but does not fall.

Romance Dawn — Shells Town (Ch. 5)

• Named on-page as the authority behind Zolo’s execution order (page 6): “Captain Morgan has ordered your immediate execution.” The Marine officer in cape on page 8 (declaring himself a “great white shark”) reads as Morgan-adjacent — possibly a lieutenant or partial-silhouette setup; full Morgan reveal comes in Ch. 6.
• SBS column this chapter (page 20) explains his design genealogy: Helmeppo created first, Morgan modeled as “the father, only crazier”; original name was “Chop” (Naval Captain Chop / Sailor Chop — playing on suihei and wrestler Giant Baba’s signature move).

• First on-page appearance: silhouette (page 4) — only his throne, an axe, and a “DA-DOON!!” sting visible. Full reveal page 9: caption “NAVAL CAPTAIN ‘AXE-HAND’ MORGAN”. Hulking man with an axe replacing his right hand and a hinged metal plate over part of his jaw.
• First major antagonist of the East Blue saga and the first corrupt Marine the series depicts — establishes early that the World Government’s military is rotten at the local level, not just strategically.
• Extracts rising tributes from Shells Town residents — “It’s not a question of how much they can pay! It’s a question of their respect for me!”
