At Loguetown Execution Plaza (a wide european-style square with a clock tower and a BELL 108 signpost — first on-page numerical canonization of the Loguetown bell), Buggy and Alvida hold Luffy at the Execution Platform, his neck across the chopping-block. Buggy: “THE CRIMINAL, M.D. LUFFY, IS GUILTY OF GETTING ON HIS HIGH HORSE AND UPSETTING ME! At a side-street, a tall white-haired Marine officer with two cigars in his mouth holds back a subordinate from intervening. The officer: “HAVE WE EVER… …LET A PIRATE ESCAPE FROM OUR CITY? NOW LISTEN, WHEN LUFFY’S HEAD ROLLS… …SURROUND BUGGY, ALVIDA AND THE REST OF THEM. WE’LL LET THOSE PIRATES KILL EACH OTHER. THEN SHUT UP. IT’LL MAKE OUR JOB EASY!!” The officer is first on-page appearance of Smoker — named only as White Chase Smoker, Captain of this Battalion at chapter end.

Back at the platform — Buggy mocks Luffy: “IDIOT! AS IF I’D SPARE YOU!!! PLEASE DON’T KILL ME! I’M SORRY!” (mock-pleading impression). Then: “YOU HAVE A BIG AUDIENCE. ANY LAST WORDS?” Luffy, head locked into the block, smiles and shouts at full volume across the entire Loguetown plaza:

WHAT!?” The Ch. 1 (to Shanks) → Ch. 50 (to Mihawk) → Ch. 96 (in private) declarations are here publicly broadcast for the first time, from the exact spot Roger died.

Zoro and Sanji arrive: “STOP THE EXECUTION!!!!” Buggy: “BUT YOU’RE A SECOND TOO LATE!!” — Luffy spots them: “SO YOU’VE COME, ZOLO. SANJI!!! ZOLO!!! HELP!!!” The crowd recognizes Zoro: “IT’S RORONOA ZOLO!” / “ZOLO’S WORKING WITH THAT MONKEY GUY… AND HIS PIRATES!!!” / “THE BOUNTY HUNTER? WHAT GREAT TIMING!!” — Tashigi (in the crowd, off to one side): “RORONOA ZOLO!? HERE!?” — Tashigi’s encounter-reaction from Ch. 96 escalates into recognition.

Zoro and Sanji charge the platform; Alvida and the Buggy Pirates intercept them (“WE’LL WIPE THEM OUT, LADY ALVIDA!!! GET ‘EM, MEN!!! YOUR CAPTAIN IS DEAD!!!”). Luffy, on the block, looks down at his crew with a serene smile: “I’M A GONER. SORRY. HEE!!”he apologises to his crew with a smile. Sanji: “DON’T TALK CRAZY!!!” Crowd reaction: “HE LAUGHED.” Buggy raises the sword (KRAK KRAK!! BWAH HA HA HA).

Page 14 — full-page lightning-strike: KRAK KRAK!!! DOOM!!! — the Loguetown skyline silhouetted as lightning bolts come down. Page 15 — the execution platform is struck by lightning (KRAK!!!! SSS… PLP PLP PLP… KSHHHH!! (CRASH!!)), exploding in flames. The crowd recoils in shock.

Aftermath (page 17): the Marine subordinate to Smoker — “WELL, THAT MONKEY LAUGHED!!! …EVERY MAN TREMBLES IN FEAR, HOWEVER TOUGH HE IS. LAUGH!? WHEN FACED WITH CERTAIN DEATH… SOLDIER, DID YOU EVER SEE A PIRATE LAUGH RIGHT BEFORE HIS EXECUTION? CAPTAIN!! THE PIRATE ROUND-UP IS…” Smoker (close-up, cigar-clenched, sweating, eyes narrowed):

  • Did Buggy’s blade actually connect? The chapter title ‘LUFFY DIED’ and the page-13 ‘I’M A GONER’ + KRAK KRAK-blade-falling SFX suggest the swing was committed. Lightning interrupts mid-swing or at the moment of contact. (Forward-resolved Ch. 100: Luffy survives without injury — the lightning hit the metal sword and the platform mid-swing.)
  • Who is the Marine officer with two cigars? Named at chapter end as ‘White Chase’ Smoker, Captain of this battalion — but his rank, his devil fruit (if any), his connection to Roger’s execution, his battalion-roster, and his subordinate’s name (the rifle-Marine, the MAR-shirt Marine) are all open.
  • Who was the senior Marine officer with the 22-year-ago Roger memory? Smoker’s monologue is delivered to a subordinate Marine. Was Smoker himself present at Roger’s execution? The matter-of-fact ‘on that very spot’ implies first-person witnessing. (Forward-canonical: Smoker is roughly old enough to have been a young Marine 22 years ago.)
  • What is the force willing Luffy’s survival? Smoker’s articulation of the protection-by-fate doctrine is the chapter’s central new thread. (Cross-link Will of D, Joy Boy Identity.)
