Summary

A cutaway chapter split between two off-island fronts. At Navy HQ, the death of Vice Admiral T-Bone — killed by the very citizens he protected, collecting a Cross Guild bounty — has the Marines reeling; their morale is collapsing under Cross Guild’s bounties-on-officers system, and Hina reports that Garp has left with SWORD (and Kujaku) to save Koby. At Emptee Bluffs in the New World, underworld overlords fete Buggy as a “new kingpin of evil” now that Cross Guild has had a Vice Admiral eliminated; the crew unveils a gaudy clown-themed flagship with Buggy as figurehead. In a strategy meeting, Crocodile and Mihawk lay out their goal of building a military nation (“Utopia”) strong enough to resist any power, while Buggy — through a flashback to parting ways with Shanks 22 years ago, the day of Roger’s death — accidentally rallies the whole crew with a speech declaring that Cross Guild will take the One Piece. Meanwhile, at the Kamabakka Queendom, the Revolutionary Army (its four directional Vice Captains — Iron, Gambo, Ahiru, Ushano — on hand) greets the return of Sabo, who arrives on a ship carrying refugees from the vanished Lulusia Kingdom. With Dragon and Ivankov, Sabo prepares to finally tell them everything that happened to him in Sacred Mariejois.
