Why this matters

The rule is the first on-page canonization of the Warlord-tier’s WG-relationship — Warlords are World-Government-licensed pirates whose bounties are suspended in exchange for WG-affiliation. The rule has three forward-canon implications:

  1. Re-bounty mechanism — when a Warlord is dismissed from the Warlord system (forward-canon: Crocodile after Alabasta; Doflamingo after Dressrosa; Hancock after Levely; Mihawk after the Reverie), the WG re-issues a bounty (typically higher than the pre-Warlord one).
  2. Bounty-suspension as cover — Warlords can operate as pirates without bounty-pressure, enabling shadow-organizations (Baroque Works, Joker, the Kuja Pirates).
  3. Tier-mismatch register — Vivi’s “you’re no match for Sir Crocodile, one of the Seven Warlords” framing on page 9 uses the Warlord-rank as the tier-mismatch marker — the Warlord is canonized as a tier above standard Grand-Line pirates (Mihawk vs. Zoro at the Baratie demonstrated this; Crocodile vs. Vivi-as-cover canonizes it here).
