Why this matters

A textbook Chekhov-explicit seed: a villain states his plan aloud immediately upon the world’s deterrence structure being dismantled. The dissolution of the Seven Warlords of the Sea removes government protection from the former members; Blackbeard, an Emperor opportunist, frames them as “prizes” to claim — telegraphing future moves against figures like Hancock and Mihawk.
