Summary
On Amazon Lily, the Pirate Empress Boa Hancock — sick with first love and unable to refuse Luffy anything — agrees to sail for Marineford to honor her summons to the war against Whitebeard, having secured a one-time government exception to dock at the great prison Impel Down on the way. As the Kuja see “Luffy” off, Luffy secretly stows away aboard Vice Admiral Momonga’s battleship so he can reach Impel Down and rescue Ace; Elder “Grandma” Nyon warns that suppressing love is what kills Kuja empresses, so by going with the man she loves Hancock has saved her own life. At Marine Headquarters, Fleet Admiral Sengoku scrambles: six of seven Warlords have answered the call, but the seventh — Jimbei — refuses to fight Whitebeard and sits imprisoned; then word arrives that Whitebeard’s fleet has severed contact and is moving on Impel Down, where Garp visits a chained, beaten Ace. The chapter then cuts to the scattered crew — Nami crash-landed on the weather-science sky island Weatheria, Franky on the frozen mechanical island Future Land Baldimore, and Sanji writing “Dear Nami and Robin…” as he is chased into the okama Kamabakka Queendom on Momoiro Island, declaring ”…I’m in hell.”

- Hancock’s deal with the World Government: she sails to the war as a Warlord, and in exchange is granted an unprecedented one-time exception to stop at Impel Down — “no pirate is ever allowed near it, not even one of the Seven Warlords” (p. 7). Luffy stows away to exploit this passage.
