Fujitora Plans To Abolish The Seven Warlords System

Ch. 793 — pp. 2-3, 12-15 — the public-pressure half executed
Fujitora executes the public-pressure half of his plan: he lets the alliance fight, then kneels and apologizes to the people on a worldwide visual broadcast, deliberately exposing the Navy’s impotence — and HQ allies (Tsuru ) openly call for the Warlords’ disbandment.
Ch. 792 — pp. 13-14 — the public-apology escalation
At the Dressrosa finale, Admiral Issho engineers a visual-transponder-snail broadcast exposing the city’s truth, names the World Government and its Warlord system as the force that let Doflamingo reign, and prostrates himself in apology before the people (“Allow me to most humbly apologize… we have done you a terrible disservice”). The first on-page Admiral to publicly indict his own institution before the world — a direct escalation of the Ch. 735 stated intent to “eradicate the Seven Warlords system.”
Admiral Fujitora , “fresh off the world draft” and newly made admiral, tells Doflamingo in the palace’s Suit Chamber that his goal is “the complete and utter eradication… of the ‘Seven Warlords’ system!!!” An explicit, on-page statement of intent from a sitting admiral, framed against “the balance of the three powers ” — he now “has a goal in mind.”
The payoff
Fujitora’s stated intent lands: the “kings’ decision” abolishes the Seven Warlords; the Navy “will no longer have the option of sending the power of the Seven Warlords,” replaced by the SSG (pp. 3, 16). (status → confirmed; payoff_chapter 0957. The institutional abolition itself was confirmed @0956; 0957 establishes the decision in force at HQ + the SSG replacement.)
