Yosaku’s page-6 caption — “He’s one of the Seven!!” (referring to Mihawk) — retroactively scaffolds the Ch. 46-50 Mihawk encounter at system-tier. Mihawk’s galleon-splitter / world’s-greatest-swordsman / I-hunt-for-boredom tells are now legible as the doctrinal-consequence of his government-licensed-pirate status: the WG allows him to raid the seas in exchange for a cut.
The Zoro-Mihawk duel-debt (Ch. 51 “Strive to surpass me!!” commission) now operates at system-scale. Zoro must surpass not just a freak with a black blade — he must surpass a World-Government-licensed swordsman.
Compositional re-use: Oda recycles the Ch. 50 Mihawk-face panel composition (at smaller scale) for the Ch. 69 reveal — the same face-panel installs the new context. The technique is retroactive recontextualization via panel-quotation.
