Summary

In-story (pp. 2-4), the Straw Hats prepare to leave Yuba. Nico Robin (Miss All Sunday) enters (p. 8 — SKZZ! SKZZ!): ‘I know it was a long trip, but I’m glad you all made it. It’s wonderful to see your faces.’ She gives the itinerary: ‘Bunchi brought you here by the back roads.’ (p. 8). She frames the meeting-purpose: ‘This is Rainbase, the city of dreams. People come here to get rich quick at the gaming tables. …And this building we’re in right now… towers over the center of Rainbase. …It’s the city’s biggest casino… Rain Dinners. You’re in Rain Dinners right now.’ (pp. 8-9 — TA-DAH!! over a black-and-white-striped crocodile-headed pyramid casino-exterior). Crocodile is revealed in full (p. 11, DOOM!!). The Ch. 0113 Vivi-named Sir Crocodile is now visually-on-page: a towering man in a fur-collared dark coat, a vertical scar across the bridge of his nose, slicked-back black hair, a heavy curved iron hook in place of his left hand, a cigar in his right. The assembled officers react in immediate shock (pp. 11-12): ‘SIR CROCODILE!!?’ / ‘ACK!!’ / ’!!!?’ / ‘HUH!!’ — and at least one officer (likely Mr. 4): ‘Recognize him!? He’s a pirate!! One of the Seven Warlords of the Sea!!’ / ‘That’s some V.I.P. who just showed up.’ Robin: ‘I see you recognize him… or his public face, at least.’ Mr. 2 Bon Clay: ‘You’re our boss? Hu… don’t tell me we’re henchmen for a pirate!!?’ Crocodile (head-shot, DOOM!!, scar visible): ‘Disappointed?’

Crocodile delivers his motive-speech (pp. 13-14). Robin (foreground): ‘Why would one of the pirate allies of the World Government create an organization like this?’ Crocodile: ‘Not disappointed, just confused. …I’m not interested in money or status. …I want military might.’ / ‘I will now reveal to you my true aim… the ultimate goal of Baroque Works.’ (p. 13). He flicks open a lighter (FWIK!!). One officer: ‘Military might!?’ Cut to the Rain Dinners exterior (WOOOO…OOO) — back in the meeting room, a flashback-narrative panel-set follows: ‘So this is what we’ve been working toward all along?’ / Mr. 2 Bon Clay (delighted): ‘This is so exciting!! Such a thing actually exists in this kingdom!!? And we’re going to take it away, kingdom and all!?’ (p. 14). Crocodile: ‘Correct. Since the very beginning of Baroque Works… everything we’ve done was in preparation for this. The time has come for Alabasta to disappear. Those are my final instructions to you.’ (p. 14).

Crocodile articulates the mechanism (pp. 15-16). Officer-face strip (p. 15): Mr. 4, Miss Merry Christmas, Mr. 2 Bon Clay, Miss Doublefinger, Mr. 1. Crocodile (between two officer-portraits, candelabra in foreground): ‘When your individual missions have been carried out… the kingdom of Alabasta will self-destruct!!! With nowhere to go, the rebels and citizens will inevitably… fall under the control of Baroque Works!! In a single night, the kingdom will become… our Utopia!!!’ (pp. 15-16). The candelabra-flames blaze in close-up (FWOOF!!) under his hook-hand. Then the start-time: ‘We begin at seven o’clock tomorrow morning!!! This is Baroque Works’ ultimate plan — Operation Utopia. Back at Yuba (pp. 17-18). Toh-Toh waves the Straw Hats off (‘We’ll be going now, Toh-Toh.’ / ‘Don’t apologize. Vivi, please forgive me for this disgraceful sight.’, p. 17). Toh-Toh produces a small bowl of muddy water and presents it (‘Just after you fell asleep digging last night… I hit damp sand. I was able to extract some water from it. WATER!!? WOW! WATER!!’, p. 17). He gives it to Luffy: ‘Here. Take this with you, Luffy. …It’s genuine Yuba water. I’m sorry there isn’t more.’ / Luffy: ‘I don’t know what that means, but thanks. I’ll drink it real slow!!’ (p. 17). The Straw Hats leave; the camera holds on Luffy walking out of the village, then THUD…! — Luffy sits down in the sand under a sparse tree (p. 18). Baroque Works’ ultimate plan is named on-page for the first time, in three places: the chapter title (p. 1), Crocodile’s articulation of our Utopia (p. 16), and the formal mission-codeword Operation Utopia (p. 16). Operation Utopia = a single-night kingdom-cataclysm in which Baroque Works’ agents trigger Alabasta to self-destruct (rebels + royal army collide; citizens panic; only Baroque Works remains as functioning political organization). Yuba’s old caretaker Toh-Toh — ‘The king himself entrusted this place to me!!’ (p. 5) — refuses to abandon the drying oasis: ‘I’ll dig for as long as it takes. Yuba will never surrender to the sands.’ (p. 5). Eventually hits damp sand and extracts a single cup of genuine Yuba water he gifts to Luffy (p. 17). Ch. 165 p. 17 — Toh-Toh’s water-gift to Luffy — I hit damp sand underground-water-still-exists tell

Toh-Toh, after Luffy fell asleep digging beside him, ‘hit damp sand’ overnight and ‘was able to extract some water’ (p. 17). He gives the small cup to Luffy: ‘genuine Yuba water’. The underground-water-aquifer beneath Yuba is intact — the desert-encroachment is artificial, not geological. What is Crocodile’s military might? The Ch. 165 motive-reveal articulates the goal but does not name the weapon. Forward-canon: Pluton, the Ancient Weapon hidden under Alabasta. The chapter installs the boss-wants-a-weapon-not-a-country register without disclosing the weapon.
How will Operation Utopia actually execute? Crocodile names the operation and its mechanism (single-night self-destruct) but does not specify the individual officers’ missions. Forward-canon: each Officer Agent has a discrete kingdom-collapse-component role (Mr. 1 = army-officers; Mr. 2 = face-replacement-assassinations; Mr. 4 = rebel-target-hits; Mr. 5 = saboteur; Miss Sunday = info-coordinator).
