A scientifically-engineered powder that summons artificial rain by triggering ice-particle nucleation in clouds. Banned by the World Government because of its Dry Curse side effect (it steals moisture from upwind countries). First on-page in Ch. 161 as the mechanism Crocodile used to engineer the Alabasta drought and frame King Cobra.
What we know
- Ch. 161 p. 14 — Mechanism: Dance Powder “turns to mist and rises high into the sky to where the clouds are. It then triggers little particles of ice to grow inside the clouds, which start falling as rain.” (Vivi exposition). Powder → mist → ice-particle nucleation → rain.
- Ch. 161 pp. 13-14 — Origin: developed by an unnamed scientist in “a country where it never rained.” The original use-case was a desperate technology for chronic-drought countries.
- Ch. 161 p. 15 — Side effect (the Dry Curse): the powder steals moisture from upwind clouds. The rain it produces in one country comes at the cost of rain that would have fallen on countries upwind. “Even small clouds upwind were dried up.”
- Ch. 161 p. 15 — World Government ban: production and use banned worldwide after lives were lost from the side effect. First on-page named WG-banned technology in the series. Pre-loads the WG-banned-science-list doctrine.
- Ch. 161 pp. 11-17 — Crocodile’s frame-up application: two years ago at Nanohana port, a Dance Powder shipping crate addressed “to the king in Alubarna” burst open in front of the townspeople — the founding incident of the Alabasta civil war. A huge quantity of Dance Powder was also planted inside the palace (Crocodile’s deeper trap). When investigators looked into the King’s Miracle (Alubarna alone receiving rain during the kingdom-wide drought), the planted-palace-evidence framed Cobra as the rain-hoarder. The civil war broke out as a direct response to the engineered misperception.
