Summary
Pirate Empress Hancock, escorted by Vice Admiral Momonga, arrives by ship at the great underwater prison Impel Down in the Calm Belt — and hidden beneath her cape is Luffy, who has come to rescue his brother Ace. Under Warden Hannyabal and Vice Head Jailer Domino greet her and explain the prison’s machinery (the “Underworld’s Lukewarm Bath” baptism ritual, the surveillance transponder snails, the prisoner classes, the Blugori beast-jailers). When Domino demands Hancock remove her cape and submit to Sea-Prism cuffs, Hancock repeatedly charms the guards with her Love-Love petrification to buy time and erase the camera feed, smuggling Luffy past the inspection room. At the main elevator she parts from Luffy — from here her powers are nullified and she can hide him no longer — and Luffy descends into the prison alone, navigating by Ace’s Vivre Card, which tugs downward. Elsewhere, Buggy — also imprisoned here — flees the Blugori; Luffy collides with him, and the reunited pair turn the escape from “sneaky to flashy,” smashing the Blugori as Luffy presses deeper toward Ace.
New reveals
- Impel Down shown on-page for the first time. The interior, the giant central elevator shaft, the “Crimson Floor”/Level 1, and the warden staff are all depicted (pp. 4-17).
- Warden hierarchy: Chief Warden Magellan (in his office on Level 4, “very hot down there”); Under Warden Hannyabal (“…for now”); Vice Head Jailer Domino (pp. 5-6).
- Prison machinery: the “Underworld’s Lukewarm Bath” baptism cauldron (strips and sterilizes new prisoners), surveillance/video transponder snails placed throughout, Sea-Prism Stone cuffs for Devil-Fruit prisoners, and the Blugori blue-gorilla beast-jailers that fish for food underwater and chase escapees (pp. 6-19).
- Notable inmates named: “Fire Fist” Ace, the former Warlord Crocodile, and Jinbei (“one of the Seven Warlords of the Sea”) — all recent arrivals who endured the baptism without flinching (p. 6).
- Ace’s holding location: prisoners believe Ace is kept on Level 5 (“the bounties on that floor are all over 100 million”); Luffy resolves to descend there (p. 18).
- Buggy is an inmate (Level 1, Group Cell No. 4) and reunites with Luffy (pp. 14-22).

Notable panels
- Pages 1-2: Two-page title spread — an ornate ukiyo-e-styled illustration (a coiling dragon, a white tiger, a kabuki-costumed figure with a fan, and a robed woman resting her chin beside a frog), banner “IN THE GREAT PRISON” with the ONE PIECE logo. Decorative title art for the Impel Down opening; not a cover-story installment.
- Page 4: Establishing shot — caption “IMPEL DOWN PRISON / THE CALM BELT”; Hancock’s ship docks (DADO-OM) amid the prison’s battleship moorings.
- Page 5: First appearance of Under Warden Hannyabal (Egyptian-pharaoh/hannya styling, trident) and introduction of Vice Admiral Momonga.
- Page 8: Hancock parts from Luffy at the elevator — last point her petrification powers and cape can shield him.
- Pages 13-14: The Blugori beast-jailers hunt giant sea beasts underwater to gather the prison’s food, then return through a hatch.
- Page 20: Buggy reassembles after being “cut” (“No one can cut me, you fools!” — Bara Bara no Mi) and recognizes Luffy: “Ack! Straw Hat?!”
- Page 23: SBS Question Corner (Vol. 54) — Oda names the Kuja Pirates (“Kuja Girls”): Ran, Rindo, Daisy, Cosmos, Bluefan, plus Nerine (note-taker), Belladonna (doctor), Genista (maid). Also confirms Buggy’s capture: he was seized after entering a Navy garrison he mistook for a cave holding Captain John’s treasure (ref. Vol. 53 p. 193 newspaper).
- Page 24: Title page of the next chapter (527: “Level 1: Crimson Hell”), bearing the cover-serial caption “CP9 Independent Report, Vol. 32: ‘Father and Son Plotting to Kill CP9 Agents’” — flagged for the cover-tracker.
Open questions raised
- What lies below Level 5 — and where exactly is Ace held? (Prisoners only know up to Level 5.)
- Can Luffy reach Ace before the prison’s defenses (Blugori, Sea-Prism, Magellan) close on him?
- Will Hannyabal’s ambition to replace Magellan matter to the breakout?
