Summary
On Impel Down’s Level 2 (Demonic Beast Floor), Luffy and Buggy are cornered by the guard beast Basilisk — a mutant snake “born from a chicken.” Cut to the Level 4 Warden’s Office, where Warlord Boa Hancock and Vice Admiral Momonga wait while Vice-Warden Hannyabal explains the absurd routine of director Magellan, who ate the Venom-Venom Fruit and is poisonous through and through (he currently has food poisoning from his own poison soup). Magellan is introduced amid slapstick — he and the seat-coveting Hannyabal trade venom; Hannyabal flirts with Hancock, who recoils. A phone alert announces the unthinkable: someone has broken into Impel Down for the first time in its history — Straw Hat Luffy, with Buggy, on Level 2. Hancock secretly panics (“have they discovered him already?”) and angles to see the prisoner. Back on Level 2, Luffy demolishes the Basilisk and the guardroom with Gear Third; freed-feeling prisoners hail him and Buggy as saviors. Buggy springs the cells hoping to vanish in a riot, but the inmates refuse to leave while the floor boss survives — and a bespectacled prisoner reveals himself as Mr. 3 (from the island of the giants), now offering to guide Luffy to Level 3 as “a man who repays his debts.” Finally, on the level where Ace is held, a beaten, chained figure refuses to move: Jimbei, “First Son of the Sea,” a whale shark fish-man and one of the Seven Warlords (former bounty Br250,000,000), chained beside Ace. Jimbei says it isn’t his flesh that hurts but his inability to do what’s right; he would gladly give his life to stop this war. Ace rejects it — “I can’t die yet.”
New reveals
- Jimbei appears on-page for the first time (pp. 16–19). Data box (p. 18): “One of the Seven Warlords of the Sea, ‘FIRST SON OF THE SEA’ JIMBEI — a whale shark fish-man, former bounty: 250 million berries.” He is chained and badly beaten in Impel Down, beside Ace.
- Warden Magellan introduced (pp. 5–9): director of Impel Down; ate the Venom-Venom Fruit — “everything about him is poisonous.” Comedic routine: ~10 hrs/day diarrhea, ~8 hrs sleep, ~4 hrs of actual work; suffering food poisoning from his own poison soup.
- Hannyabal, the Vice/Under-Warden, introduced — openly covets Magellan’s chair (“It’ll be mine someday…”); ribald comic foil; flirts with Hancock.
- Impel Down interior structure first laid out on-page: Level 2 = “Demonic Beast Floor” / Beast Hell (guard beasts roam free; too dangerous for the outside world); Level 4 = Warden’s Office, blazing hot (“there’s a fire behind that wall”).
- The guard beast Basilisk is named — “a snake born from a chicken,” a rare mutant beast (pp. 3–4).
- Luffy is the first person ever to break INTO Impel Down in its entire history (p. 9) — an unprecedented event that triggers full-prison + Navy HQ mobilization.
- Boa Hancock is inside Impel Down as a visiting Warlord, secretly there over Luffy/Ace; she panics that Luffy may already be discovered and maneuvers to “see the prisoner.”
- Mr. 3 is alive and imprisoned here; recognizes Luffy (“the guy from the island of the giants”) and offers help to repay his debt.
- Ace is confirmed held in Impel Down awaiting execution, refusing to die.

Open questions raised
- Why is Jimbei — a Warlord — imprisoned and beaten in Impel Down? (He frames it as a refusal to “do what’s right.”)
- What is “this war” Jimbei wants to stop, and what links him to Ace / Whitebeard?
- Will Hancock reach Luffy, and how far does her covert support go?
- How will Luffy descend to the level where Ace is held?
- What is the full extent of Magellan’s Venom-Venom power as a breakout obstacle?
