Summary
In the rubble of Dressrosa, Admiral Fujitora kneels and bows his head to the gathered citizens, gladiators and pirates — apologizing on behalf of the Navy while a visual Den Den Mushi broadcasts the scene across the world. It is a calculated gamble: he let “them” do the fighting so the world could see the truth that the Navy was helpless and outsiders saved the country. At Mariejois, a furious Sakazuki rages over a Den Den Mushi at Fujitora in front of the Five Elders, who dismiss the disgrace (“the Navy is just the outward face of the government”), note that the Doflamingo matter is now in Cipher Pol’s hands, and mention that Kuzan has dedicated his power to assisting Blackbeard. News of “Joker has fallen” / “Doflamingo Fallen” ricochets across the New World: underworld brokers lose their SMILE, Devil-Fruit and weapons deals, Kaido’s subordinates panic over the severed SMILE supply, and Worst-Generation rookies (Urouge on a sky island, others) react and reset their sights on the Emperors Kaido and Shanks. Aboard a Marine ship, Hina tends the rescued Punk Hazard children en route to Vegapunk’s lab while officers marvel that Fujitora “really did it”; a flashback shows Tsuru arguing the Seven Warlords should be disbanded, citing Crocodile’s exposed ruse at Alabasta. Sakazuki closes by ordering Fujitora barred from every naval base until he brings in Straw Hat and Law.
New reveals
- Fujitora’s public kneel + apology to the people of Dressrosa was a deliberate gamble, broadcast worldwide by a visual transponder snail, to make the world see the Navy was powerless and pirates saved the country (p. 2).
- The Little Riku Army (the anti-Doflamingo citizen/gladiator force) disbands “as of today”; the Navy hides the pirates and gladiators in the palace to protect its image (p. 3).
- The Five Elders appear at Mariejois, captioned “Highest Power of the World Government,” and place the Doflamingo cover-up in Cipher Pol’s hands; “the Navy is just the outward face of the government” (pp. 5–6).
- Doflamingo’s leaving the Warlords “was on orders from even higher than” the admirals (p. 4).
- Kuzan (Aokiji) is stated to be actively assisting Blackbeard — “He’s dedicated his considerable power to assisting Blackbeard, of all people!!” (p. 6).
- Doflamingo is confirmed connected with Kaido, King of the Beasts (one of the Four Emperors); his fall severs the New World’s SMILE supply (p. 10).
- Worst-Generation rookies converge their goals on the Emperors — explicitly Kaido and Red-Hair Shanks (pp. 10–11).
- The rescued Punk Hazard children are being escorted by Hina’s Marines to Vegapunk’s lab to be cured (“we won’t arrive at Dr. Vegapunk’s lab for a few more days yet,” p. 14).
- Sakazuki orders Fujitora: “You won’t set foot in any naval base in the world until you’ve brought Straw Hat and Law with you!!!!” (p. 15).

Notable panels
- Page 1 — Title page “Chapter 793: Tiger and Dog.” Reader-request illustration: “Chopper can’t tell the difference between a Tengu, Pinocchio, and Usopp” (by Hazuki Ito, Fukushima) — Usopp, Chopper, and a tengu/Pinocchio gag. (One-off reader request, not a cover-story serial.)
- Page 2–3 — Fujitora on his knees, head bowed to the Dressrosa crowd; a visual Den Den Mushi records it for worldwide broadcast. (Composition rhymes with the Gear-4 “Nio statue / bowing-on-hands-and-knees” pose Oda confirms in this volume’s SBS, p. 16.)
- Page 5–6 — The Five Elders enthroned at Mariejois, captioned “Highest Power of the World Government”; Sakazuki rages on the Den Den Mushi.
- Pages 7–11 — Worldwide “Joker has fallen” reaction montage (“In a certain town / sky / sea / island”), mirroring the post-Caesar reaction montage.
- Page 16 — SBS Question Corner: Oda confirms Luffy’s Gear-4 pose is modeled on temple Nio statues / Fujitora’s bow (ancient-Japan strength motif), and the return of the “NDS” narrative-description shirts imported from Fish-Man Island.
Open questions raised
- Will Fujitora’s public-shaming gamble actually force the World Government to abolish the Seven Warlords?
- What does Sakazuki’s clash with the Five Elders (“the Navy is just the outward face of the government”) reveal about who truly rules the WG?
- How far has Kuzan gone with Blackbeard, and to what end?
- How will Kaido respond now that his SMILE supply through Doflamingo is gone?
