One of the six Tobi Roppo (“Flying Six”), the strongest of Kaido’s Headliners. Masked and sardonic; first revealed individually Ch. 978.

Continues the Fourth-Floor duel with Jimbe, deploying the full Six Powers (Rokushiki): Moon Walk / Geppo (p. 6), Iron Body / Tekkai (p. 9), Shave / Soru (p. 11), Finger Pistol / Shigan (p. 13), plus his signature Fang Pistol / Fang Flash (pp. 7, 9, 15).
Names the thief: his grudge “is against the man who stole the Gum-Gum Fruit from us… Red-Haired Shanks” — the fruit and the straw hat are “things the boy Luffy] inherited from him,” so Luffy is also a target of his rage (p. 7). The Nika legend: while jailed and tortured by the World Government, a prison guard told Who’s-Who to pray and recounted “The Sun God, Nika!!!” — a savior-warrior slaves prayed to in the distant past who would free them and bring them smiles (pp. 11-12). Who’s-Who clung to the legend to survive; the guard “they disappeared… days later,” and Who’s-Who realized merely knowing it was deadly (p. 14). Demands Jimbe tell him everything about Nika because Jimbe led the Sun Pirates (freed slaves; “what is fish-man history but the history of slavery?!”, p. 13); taunts Jimbe with anti-fish-man slurs.
Cliffhanger: takes Jimbe’s Fish-Man Karate Secret Art Demon Brick Fist; his fanged saber-tooth beast form looms as his followers cry “Master Who’s-Who!!” (pp. 16-17).

Fights Jinbei and deploys the Six Powers (Six Powers (Rokushiki)): Blade Pistol (p. 13), Shave + Tempest Kick (p. 14), Fang Pistol (p. 16). Jinbe identifies the techniques and Who’s-Who confirms he is a former CP9 agent who escaped from prison (pp. 15-16).
Boasts he “had just as much potential as the GENIUS, Rob Lucci” before “a single little mistake, 12 years ago” sent him “through hell” (p. 16).
Reveal: 12 years ago a Devil Fruit was stolen from a government ship he was guarding — the very Gum-Gum Fruit that the Straw Hat (now Luffy) ate; he learned the truth when Straw Hat Luffy appeared two years ago (p. 17). Revealed individually as one of the six Tobi Roppo at the Onigashima Golden Festival (pp. 15–17). Masked, sardonic; spars verbally with Sasaki and the squabbling Ulti / Page One (“You little brats are so annoying with your screeching…”).
Summoned with the rest of the Tobi Roppo on Kaido’s “urgent” business and left waiting.
