Tom’s Workers — the shipwright company led by the legendary shipwright Tom on Water Seven . Named on-page in Ch. 346 (p. 12): “the company’s name — Tom’s workers … the crew led by the legendary shipwright Tom, is shrouded in mystery … no roster or register exists .” The World Government has erased the company’s record; per CP9’s intel, Tom had only two apprentices — Iceberg and Cutty Flam (Franky ). The company is the origin of the Pluton-blueprint custodial lineage the Water Seven arc turns on (routes to Ancient Weapons ; “Pluton” is NOT re-spoken @0346 — referenced generically).

Ch. 423 — “Mermaid Legend” — Kokoro the secretary revealed a mermaid; Franky re-invokes Tom.
Kokoro (Tom’s-Workers secretary) is revealed to be a mermaid (pp. 17-20) and saves the drowning crew by hauling them through the flooding tower. Franky re-foregrounds Tom in his grief speech (“every time that government tool’s stupid face has crossed my mind… I would’ve taken back Mr. Tom without fail!! Stop, Sea Train!!”, pp. 10-11). Ch. 358 — “Reactivation” — present-day: “Tom’s workers” named as the framed/arrested group; the erased record surfaces.
In the present day, CP9 name “Tom’s workers ” on-page as the group Spandam (then of CP5 ) arrested “eight years ago” during their attack on Water Seven — the incident in which 100+ navy troops/officials were injured and Cutty Flam (Franky ) was the culprit who escaped via the Sea Train accident (pp. 12–14). The World Government erased the record so the crime “was never answered for” — until Franky’s survival surfaced and reactivated Spandam’s grudge. Ch. 357 — ⭐ Tom takes the fall alone; the company is effectively dissolved.
At the trial send-off, Tom (president) declares himself proud to have built Gold Roger ’s ship and pleads only that his two apprentices — young Iceberg and Cutty Flam (Franky ) — be released; denied (pp. 10–14). The charge is changed to “building Pirate King Roger’s pirate ship,” and only Tom is hauled to Enies Lobby for execution as the Sea Train he built sets sail the same day. Circle members Kokoro (secretary) and the frog Yokozuna are present in the send-off (Tom thanks them by name, p. 13); Cutty Flam smashes Spandam ’s face and chases the train (pp. 16–22). Ch. 356 — ⭐⭐ The company is framed, arrested, and Tom is tried.
Tom’s Workers is framed and arrested by CP5/Spandam , who hijacked Franky ’s unmanned Battle Frankies to attack the government’s Judicial Ship and branded the company the attackers (pp. 8–13). At the public trial the judge concedes Tom’s Sea Train would have pardoned his prior crime of building Gold Roger ’s ship (the Oro Jackson ), but the staged attack compounds his crimes (pp. 14–15); Tom is slated for execution at Enies Lobby . Spandam’s true motive is the Ancient Weapon blueprint held by Tom (“I’ll have the Ancient Weapon blueprint in no time!!!”, p. 13). The framing is the catastrophe that erases the company’s record. Ch. 355 — ⭐⭐ The trial-day flashback shown on-page.
Tom , Iceberg and Franky (young apprentices) are shown three days before the verdict; the company has built and expanded the Sea Train (completed the remaining three tracks; “It’s been 14 years” idea→reality, p. 2). The CP5 agent Spandam storms the workshop over Franky’s Battle Franky warships and Tom’s “high crime” of building Gold Roger ’s ship, on assignment from the Five Elders to seize the Ancient-Weapon (Pluton) blueprints. Knowing the government is closing in, Tom entrusts the Pluton blueprints to his two apprentices (“the most dangerous beast in the history of shipbuilding”, pp. 11–13). At the trial cliffhanger a Battle Franky fleet from Scrap Heap Island bombards the Judicial Ship — Spandam: “Now, let the trial begin… Tom’s Workers!” (pp. 16–19). Ch. 354 — The company through the Sea-Train construction era.
The flashback shows Tom’s Workers across the Sea-Train construction era: Tom (leader, on trial), apprentices Iceberg and the young Franky (taken in from Scrap Heap Island two years before the trial after his pirate parents abandoned him), with Kokoro and the pet frog Yokozuna in the circle. Tom wins a ten-year stay of execution to build the Sea Train and prophesies the two apprentices will “become shipwrights whose names will mean something in the world” (p. 11); the company sees the Puffing Tom through to its maiden ocean crossing “12 years ago” (pp. 17–19). Tom’s Workers is depicted as a tableau on the chapter-352 “Tom’s Workers” title splash (Franky flanked by the silhouetted members) and in Franky’s fury-triggered memory (p. 20): the warehouse where Cutty Flam/Franky and Iceberg were “raised” by Tom , “the best shipbuilder in the world.” Old nameplates in the ruins read “Cutty Flam ,” “Iceberg ,” “Tom ” (pp. 19–20). This is also Tom ’s first on-page depiction (his first_appearance set to 0352). Confirms the company as the origin of the Pluton -blueprint inheritance chain Tom → Iceberg → Franky (Lucci, p. 15).
