Name meaning: ウォーターセブン *Wōtā Sebun* — English 'Water Seven,' glossed in-story as 'the City of Water' (水の都 *mizu no miyako*). 'Water' = the canal-and-fountain city built on submerged pillars; 'Seven' is the city's own number/brand (the Sea-Train cars and signage read 'WATER 7'). The whole city is Venice-coded: confirmed inspired by Italy/Venice (canals, gondola-style Yagara-bull water-taxis, ground floors sinking under the rising sea, masked carnival traffic), and named sub-areas keep the Italian key — e.g. the 'Liguria Plaza' shares its name with the Italian region of Liguria. Pairs with the Italian-named annual flood Aqua Laguna ('water lagoon,' Venice's Acqua Alta).

Water Seven, “the City of Water,” is named as the Straw Hat Pirates’ next destination off the Going Merry’s Log Pose (the Ch. 303 shipwright/shipyard need points here). Aokiji is surprised by the destination and notes it is “quite close to [Marine] Headquarters.” Not yet shown on-page as of Ch. 321 — only named.

Etymology

“Water Seven” / “the City of Water” (水の都). “Water” = the canal-and-fountain city built on submerged pillars (so ground floors “sink” into the sea); “Seven” is the city’s own brand/number — the Sea-Train lead car and city signage read “WATER 7.” The whole design is Venice-coded and confirmed (One Piece Wiki, Rurubu One Piece) as inspired by Italy / Venice: canals instead of roads, gondola-style Yagara Bull water-taxis, ground floors gradually going underwater, and the masked carnival traffic out of San Faldo. Named sub-areas keep the Italian key — the “Liguria Plaza” (mentioned by Kalifa) shares its name with the Italian region of Liguria. The Venetian read is sealed by the annual flood Aqua Laguna (Italian “water lagoon”), which Oda’s own SBS (Vol. 38) ties to Venice’s real Acqua Alta.

Aqua Laguna’s lethality is canonized at the city scale. Even the elevated Shipbuilding Island “doesn’t feel safe”; successive second and third waves batter the town (pp. 6-9). The townspeople state “no ship has ever survived the oceans even during a NORMAL Aqua Laguna,” and on this ocean now “even the biggest galleon… would get shattered to smithereens in one blow” (pp. 12-13); this year’s flood is explicitly worse than usual (“It’s different this year”). Paulie snags the swept-up Straw Hats out of the surge with his rigging rope (“FWOINNG!”, p. 5); the soaked crew reconverges with “Granny” Kokoro, Chimney and Gonbe on the town (pp. 10-11). The townspeople refuse to lend any ship — none survives Aqua Laguna — and at the cliffhanger Kokoro offers the only survivable vessel, the Sea Train (Puffing Tom): “I’ll send a sea train out for you… come with me.” (pp. 20-21). The crew arrives proper. The Backstreet Shopping Area (p. 6) and a currency exchange on “Main Street, Ship-Building Island” (p. 10) are shown; the exchange appraises the crew’s Skypiea gold at 300 million berries (pp. 10–12). Nico Robin has her first encounter with a masked CP9 operative on the backstreets (pp. 8–9). The Franky Family bounty-hunter gang boards the Going Merry (routed by Zoro, pp. 2–5). The crew reaches the Galley-La Company’s shipbuilding factory / Dock 1 (pp. 14–15), where the foreman Kaku stops them (“only authorized personnel allowed inside”) and explains that Iceberg is the city’s Mayor, the Galley-La President, and manager of the Sea Train — “there’s not a soul who doesn’t know of him in Water Seven” (p. 16). The “City on the Water” is explored at street level: it has “more water passages than roads to walk on” (p. 5), so residents travel by Yagara Bull (rented from a “Rental Bull Shop” — two two-seaters for 2,000 berries, pp. 3–6). Boats ascend the tiered city via the Water Gate Elevator, a lock that lifts craft up toward Shipbuilding Island and Main Street (pp. 13–16). Main Street holds the money/currency exchange and the discount shopping area (pp. 7, 12). The crew (Luffy/Nami/Usopp) bring the Skypiea gold to convert into cash and commission the Going Merry’s repair (pp. 2, 7). Townspeople hero-worship the Galley-La Company shipwrights, “the pride of Water Seven” — naming Tilestone, Lulu, Paulie, and Lucci (p. 18). Water Seven, “the City of Water,” is first shown on-page in a double-spread (pp. 7–8): a giant industrial shipbuilding metropolis built on pillars beneath the water’s surface, so houses appear to “sink” into the sea; fed by an enormous central fountain (pp. 9–11); the Sea Train runs through it (Blue Station). The crew rides Yagara-bull gondolas through the canals. The city “does not fear pirates” — “pirates are customers too” (p. 12). Home of the Galley-La Company (captioned “Water Seven Shipbuilding Firm — Purveyors to the World Government,” p. 18), whose Dock One factory (the Water Seven Shipbuilding Factory, p. 14) is where the Straw Hats plan to repair the failing Going Merry using Kokoro’s letter of introduction to Iceberg. Kalifa (Iceberg’s secretary) is named here (p. 15). The Galley-La foremen casually rout a 36-million-bounty pirate gang (the Big Helmet Pirates) over a repair-payment dispute — “Pirate ways don’t fly… in the world of craftsmen” (pp. 16–19). Luffy declares the crew is going there to repair/replace the failing Going Merry AND “find a carpenter to join our crew” (p. 19).
