Chapter 405: Power

Summary

On the upper levels of Enies Lobby’s Tower of Justice, Chopper (in a small recovering form) watches Franky brawl the owl-themed CP9 agent Fukuro. Franky throws everything he has — the tracking Franky Destroy Cannon, Strong Right, Strong Hammer, the Franky Butterfly swim-stroke — but Fukuro’s mastery of the Six Powers (Shave/Soru speed, Iron Body, his “Solid Beast” strike) keeps him a step ahead, and Fukuro repeatedly taunts that “you can’t beat the Six Powers with strength alone.” The fight spills toward the lip of the tower’s enormous waterfall above the open sea. Franky, a cyborg who can’t swim, is in mortal danger if swept over; he buys time with the Moon Walk (sky-walking) technique but warns he can’t carry two people on a one-legged Moon Walk. With both of them teetering on the falls and their fates literally linked, Franky lures Fukuro into a one-blow finish — “Well, so did I, Fukurō baby!” — as the chapter ends mid-COOM. A Chopperman color spread opens the chapter (pp. 1–2) and an SBS Question Corner is reprinted on p. 20.

• The Franky vs. Fukuro duel is fully staged on the cliff-edge of the Tower of Justice waterfall, over the open sea — a death-zone for the non-swimming cyborg Franky (p. 9 “Below is the sea,” pp. 10–12 the falls).
