Summary
Inside the Tower of Law the four interior CP9 duels run in parallel. Continuing from Ch. 401, Kaku (now in his giraffe Zoan form, captioned “Ox-Ox Fruit, Giraffe Model” on p. 2) and Jabra (wolf Zoan) both shift to “man-beast form” against Zoro & Sniper King; Zoro spots their weird handcuffs and, reasoning that the cuffs weaken Devil-Fruit users, deduces they are Sea-Prism Stone — then accidentally cuffs himself testing it. Kaku’s giraffe-augmented Tempest Kick “Sky Slicer” cuts the entire Tower of Law cleanly in half. Kaku and Jabra agree to team up because “our prey have become connected,” then the handcuff/key puzzle is laid out: every cuff and key is numbered, a captive is freed only by the matching key, each CP9 carries one, and whoever kills their target first wins — so the keys are scattered. Zoro & Sniper King’s cuff is revealed to be Number Two; neither Kaku’s nor Jabra’s key matches, so one of the other three interior CP9 holds it. Reunited with the pair in the Tower of Law Inner Chamber, Chopper is sent to find key Number Two (Sanji, Nami, or Franky may have it). The other interior fights are sited: Nami vs. Kumadori (Zero-Level Isolated Corridor), Franky vs. Fukuro (hallway by the pantry), Sanji vs. Kalifa (Kalifa’s Room, where Kalifa’s tea “trap of love” and a still-unrevealed power counter Sanji). New reveals
- The crew’s numbered handcuffs are Sea-Prism Stone. Zoro reasons that since “both of our foes have devil fruit powers,” cuffs that “would make them weaker” must be the seastone cuffs (p. 5), and confirms by cuffing himself (and losing his strength). This applies the anti-DF seastone doctrine to the Enies Lobby captivity puzzle.
- The handcuff/key puzzle. Every handcuff and every key is numbered; a captive is freed only by the matching-numbered key (p. 11). Each interior CP9 carries one key; because “whoever kills their target first wins,” the keys are scattered across the building (p. 12).
- Zoro & Sniper King’s cuff is Number Two (p. 11). Kaku checks his key — “Not mine either” — and Jabra checks his — “Nope” (p. 12). So one of the other three interior CP9 (Kumadori / Fukuro / Kalifa) holds key Number Two.
- Kaku’s “Sky Slicer” (pp. 6-8): a Tempest Kick (Rankyaku) application in his giraffe body — “his reach, the centrifugal force combined with the power in that huge body, makes the cutting edge much sharper and go deeper.” It cuts the Tower of Law clean in half, the tower sliding apart along a perfect plane without shattering (“Hey, I can see the sky”).
- Kaku and Jabra team up (p. 10): “our prey have become connected” — they fold the two duels into one two-on-two fight, and decline to take each other’s prey (“Are you trying to take away my prey?!” / “I’d rather die!”).
- Chopper is dispatched for key Number Two (pp. 13-14): reuniting with Zoro & Sniper King in the Tower of Law Inner Chamber, Chopper is told “Go and find key Number 2!” — “find Sanji, Nami, or Franky.” He decides “Sanji would probably be the first one to get a key.”
