Chapter 346: The Ninth Justice

Summary

As the Straw Hats race up through Galley-La HQ toward Iceberg’s room, Zoro reveals he cut down all the shipwrights with the back of his blade (non-lethal), and Luffy stretches free of the bull-and-skull restraints “because I’m rubber.” Inside, the unmasked CP9 agents stand over the bedridden, gunshot Mayor Iceberg and deliver the chapter’s title-explanation: CP1 through CP8 are the World Government’s public top intelligence agencies (Cipher Pol, stationed in eight bases worldwide, gathering information on government orders) — but “the ninth Cipher Pol, which shouldn’t exist” is CP9, an off-the-books unit privileged to execute civilians who refuse to cooperate “even though that privilege serves justice.” They argue their cause: rather than “live in fear of the weapon’s reactivation,” they will “activate the weapon and put an end to this age of great voyages” — use the ancient weapon “as a force for justice.” Iceberg counters that he simply mistrusts a government that would “fight for control of that power” and “I just know human nature.” The CP9 leader (speaking through a pigeon perched on his shoulder) shifts to a forensic interrogation, using the Den Den Mushi pulse readout (“BA-BUMP”) as a lie detector. He unrolls the fake blueprints Iceberg fed them and reads the names written on them — “Tom. Iceberg. Cutty Flam.” — the work of Tom’s Workers, the crew of the legendary shipwright Tom. CP9 walk the deduction: Tom had two apprentices; one supposedly died in an accident eight years ago — Cutty Flam — “or so we were meant to believe.” In fact Cutty Flam is alive in this very town, having changed his name to FRANKY (he once gave his real name when visiting Galley-La ~4 years ago, and CP9 could never uncover his background). The “dead man” was the perfect blind spot to hide the real plans — and Iceberg’s spiking racing pulse confirms the whole theory. CP9 conclude the genuine blueprints are now with Franky, declare “We’re done here,” thank Iceberg “for all you did for us over the years,” and turn to leave — only for the wall to KRAK/KRIK and explode inward as Luffy bursts in (“HIYAAAH!!”), the rest of the crew behind him, shouting “Where’s Robin?!” Robin stands among the CP9 agents. New reveals

• The title — “The Ninth Justice” — is the on-page explanation of CP9. “CP1 through CP8 are… the government’s top intelligence agencies, stationed in eight bases around the world… They seek out information anywhere, as the government orders them to. But only up to CP8.” (pp. 4-5) “…the ninth Cipher Pol, which shouldn’t exist… of course. And yet, we are CP9.” (p. 5). CP9 operates in secret “because of a certain privilege” (p. 5). ([[Crews/CP9]])
• CP9’s privilege: licensed execution. “If civilians aren’t cooperating… with the government… even though that privilege serves justice… we are allowed… to execute them.” (pp. 5-6). This is the on-page reveal that CP9 are sanctioned assassins, distinct from the public Cipher Pol — the namesake “ninth justice.”
• CP9’s ideological motive for the weapon. “Rather than continue to live in fear of the weapon’s reactivation… we should use the weapon as a force for justice!! …we will activate the weapon and put an end to this age of great voyages.” (pp. 6-7). Iceberg rebuts: “The world will fight for control of that power… and the damage will only be greater!” / “I just know human nature.” (pp. 7-8). (The weapon is referred to only generically — “Pluton” is NOT named on-page this chapter; inference toward the Ancient Weapon Pluton.)
• The fake blueprints carry the designers’ names. Unrolling the plans Iceberg handed over, CP9 read aloud: “Tom. Iceberg. Cutty Flam.” — “the company’s name — Tom’s workers.” (pp. 11-12). First on-page utterance of “Cutty Flam” in the present-day interrogation.
• Tom, the legendary shipwright, and his two apprentices. “Tom’s workers, the crew led by the legendary shipwright Tom, is shrouded in mystery… no roster or register exists.” Per recent government reports, “Tom had only two apprentices” — and “one of them died in an accident eight years ago.” (p. 12). • Cutty Flam (the “dead” apprentice) is alive — and is FRANKY. “However, I remember hearing… the name Cutty Flam.” / “Or so we were meant to believe.” (p. 12) → “Tom’s other apprentice, Cutty Flam, is alive. • The deduction: Iceberg passed the real plans to his fellow apprentice. A dead man was “the perfect blind spot”; “if you no longer had the blueprints… you gave them to your fellow apprentice… has told us that we have hit the nail on the head!!” — clinched by Iceberg’s “racing pulse” spiking on the Den Den Mushi heartbeat readout (pp. 9-15).
• Zoro spared the shipwrights. “Why did you cut down all the shipwrights?! …I used the back of the blade.” (p. 2) — non-lethal.
• The cliffhanger crash-in. “We’re done here. Thanks for all you did for us over the years.” (CP9 turning to leave) → the wall cracks (“KRAK!! KRIK!!”) and Luffy smashes through (“HIYAAAH!!”); crew behind, “Where’s Robin?!” Robin is shown standing with CP9 (pp. 17-19). Continued in Vol. 37.

• What exactly is “the weapon” CP9 wants to reactivate? Named only as “the weapon” / “the ancient weapon’s reactivation” (pp. 6-7). (Inference toward the Ancient Weapon Pluton — NOT named on-page this chapter.)
• Where are the real blueprints now? CP9 conclude Franky holds them and rush to find him (“Let’s hurry and find Franky”, p. 17) — but Franky has not been shown holding them on-page.
• Who exactly are the individual CP9 agents in the room? Only Kaku is named this chapter (p. 8). The hat-and-pigeon leader, the blonde woman, the large agent, and the checker-patterned figure are unmasked but unnamed here. (Inference toward Rob Lucci, Kalifa, Blueno per the unmasking sequence — recorded as inference, not naming.)
• What is the full Tom / Iceberg / Cutty Flam history? The “accident eight years ago,” why the government erased Tom’s Workers, and how Franky faked his death are all flagged (“or so we were meant to believe”, p. 12) but unresolved.
