Summary
Three boss-bracket duels run in parallel inside the Tower of Justice at Enies Lobby. Zoro vs. Kaku: Kaku declares himself “the best swordsman in CP9,” reveals he fights with FOUR swords, and unleashes Tempest Kick (Rankyaku) while Zoro answers with “White Thunder!! Pound Phoenix!!”; pressed for time, Kaku decides to show his “new power” and transforms — but instead of his intended man-beast form he becomes a full talking giraffe (his Devil Fruit, finally named/shown on-page). Luffy has climbed endless stairs hunting for Robin; he bursts into a plant-filled room (Spandam’s office), finds it empty but grabs the key to Robin’s handcuffs, then has a slapstick standoff with a crowing rooster. Sogeking (Usopp) vs. Jabra: the sleeping CP9 agent wakes, shrugs off Sogeking’s half-hearted shot, and reveals his own Devil Fruit — the “Mutt-Mutt Fruit, Wolf Model” — declaring he won’t play with his prey. The chapter ends on Kaku-the-giraffe crashing through the ceiling beside Jabra-the-wolf, prompting the onlookers to ask “Is this some kind of zoo?!” Page 2 carries the “Ms. Golden Week’s Plan, A Baroque Reunion” cover-serial installment (the elephant scene); page 20 is an SBS column.
