Summary
Inside the Tower of Law at Enies Lobby, Nami finishes her duel with the bubble-powered Kalifa. Kalifa boasts that her Six Powers training and her control of the room’s “climate” (her soap/bubble field) make her untouchable, but Nami counters that a navigator’s weather forecast is never wrong: she has staged Weather-Egg mirages, a Soap-Sheep dark cloud, and a high-pressure black-cloud “tempest,” and she blows the bubbles away with a Cyclone Tempo before driving home the Thunder Lance Tempo — a lightning lance that finally hits the real Kalifa and drops her. Nami demands the key. Franky arrives, reunites with Nami, and the two compare notes on the numbered keys (Kalifa held Key No. 2). The reunion is cut short by a rampaging horned monster crashing through the tower: it is Tony Tony Chopper, who has taken too many Rumble Balls and lost himself in a giant, animalistic form that no longer recognizes his crewmates and is visibly draining his own life force. CP9/government fighters note the Buster Call has already been made and that the monster’s “form must be draining too much energy.” Franky resolves to “dial it down” and blow Chopper out to sea with a Coup de Vent to stop him before he burns out. Elsewhere Kaku — now in a giraffe-shaped transformed form — taunts Zoro into their fight.

Overdosing on Rumble Balls pushes Chopper past his three-form limit into a giant horned monster that does not recognize Nami, Franky, or the crew, attacks indiscriminately, and is rapidly draining his own life force (“It’s like he’s losing his life force fast… who looks like he’s gonna die!!”).
- Franky/Nami reunion inside the tower; the numbered keys matter (Kalifa carried Key No. 2), and the crew must find Key No. 2 for the cuffs.
