- Lucci self-rates his strength at 'five times' that of Fukuro (Power Level 800) and is unmoved by Luffy's pre-Gear barrage, marking him as the strongest CP9 agent and a hard wall for base-form Luffy

Summary
The climactic duel opens: at the Tower of Law precinct, Director Spandam drags the sea-prism-chained Nico Robin across a bridge toward the Gates of Justice, crowing that passing through them will “mark the moment I engrave my name in history” and end Robin’s existence — until the giant frog Yokozuna clamps onto the bridge to stall the crossing. Elsewhere, the Galley-La foremen deliver Paulie’s “you guys are fired” message to the courthouse gate guards while the giants Oimo and Kashii battle on, and the Straw Hats — now holding all the keys to Robin’s cuffs — race toward her. The chapter’s spine is Luffy vs. Rob Lucci. Base-form Luffy unloads a finger-pistol-style barrage (Gum-Gum Yellow Lotus) and a Jet Pistol, but Lucci — who rates himself “five times” stronger than Fukuro and shrugs off the hits with Tekkai (Iron Body) in his leopard hybrid form — is untouched. Luffy answers by igniting Gear Second a second time and chaining Jet Pistol, Jet Whip, and Jet Bazooka against the leopard-man. When Lucci taunts that he once dropped Luffy “with a single push” at the Galley-La mansion, Luffy retorts he “ate some meat and got over it.” At Luffy’s command — “Look after Robin!!” — Franky peels off from the fight to chase Spandam, vowing “SUPER! Leave it to me!!”
New reveals
- Gear Second, second outing. After debuting Gear Second against Blueno (0387), Luffy re-enters the steam-body state against Lucci (“Gear… Two!!”, pp. 14–15) and demonstrates its full named moveset for the first time: Gum-Gum Jet Pistol (p. 13), Jet Whip (p. 16), Jet Bazooka (p. 18) — all “Jet” variants of his base techniques.
- Lucci is the CP9 ceiling. Lucci tells Luffy his power “is five times stronger” than Fukuro’s (p. 12) and is impressed Luffy beat Fukuro at all — confirming the agent-strength ladder and that base Luffy is outmatched.
- Luffy has surpassed his first loss. Lucci references having beaten Luffy “with a single push” in leopard form at the Galley-La mansion (the 0349 sea-toss); Luffy’s flippant “I ate some meat and got over it” (p. 17) signals he’s no longer the same fighter.
- Lucci fights in his Neko-Neko leopard hybrid form throughout and uses Shigan (Finger Pistol) and Tekkai (Iron Body) (pp. 11, 17).
- The Straw Hats now hold all the keys to Robin’s sea-prism cuffs (Zoro/Sanji exchange, pp. 5–6) and converge on the Tower of Law.
- Paulie’s “You guys are fired” is relayed to the gate guards as a battle taunt (pp. 2–3).
- Franky breaks off to protect Robin at Luffy’s order, leaving Luffy to finish Lucci alone (pp. 15, 19).

Notable panels
- Page 1 — Title-page splash (black-and-white line art, not a color spread): “Chapter 418: LUFFY VS. ROB LUCCI” over a whimsical scene of a kangaroo, an armadillo, a small marsupial, and Chopper romping outdoors — a thematic riff on the in-story “there’s always the zoo” joke (p. 3), not a separate cover-story side-comic B-plot. No cover-story page this chapter.
- Pages 2–3 — Galley-La foremen relay Paulie’s “You guys are fired” to the gate guards; Paulie himself is shown bandaged (“Paulie said that…? Oh… what a mess”).

- Pages 5–6 — The crew has all the keys; “Let’s hurry to Robin!”; the Tower of Law “slips again.”

Open questions raised
- Can Gear Second’s speed actually break Lucci’s Tekkai, or does Luffy still lack the power to finish the CP9 ceiling?
- Will Yokozuna’s bridge-bite hold long enough to stop Spandam reaching the Gates of Justice with Robin?
- Now that Franky has peeled off, can Luffy beat Lucci one-on-one without backup?
