Summary
Outside the Tower of Law, the King Bull-drawn Sea Train carrying Sanji, Zoro, and the Galley-La / Franky Family assault force smashes through the gate and pours cannon fire into the gathered Enies Lobby Marines; Sanji orders the bulls onward to Luffy. Inside the tower, Spandam — addressed only as “the Director” — looms over the chained, sea-prism-locked Robin and recounts how he engineered the takedown of Iceberg and Galley-La, secured both keys to the Ancient Weapon (Robin and Franky’s blueprints), and won government authorization for a Buster Call. Robin reveals she surrendered only on the promise that the Straw Hats be freed; Spandam laughs the promise off. Lucci icily reaffirms that CP9 serves the World Government’s justice “to the letter” — and that here, murder is justified — but rejects Spandam’s vanity. As guards prepare to ship Franky to Impel Down and Robin to Navy HQ, Luffy crashes in and scatters them, but Robin is whisked through a dead-end corridor. Blueno conjures an Air Door in mid-air for the escapees to vanish through. Luffy chases to the last building — the entrance to the World Government itself — where Spandam boasts that no one has ever made it this far.
