A masked figure plants the World-Government threat that drives the Water Seven / Enies Lobby arc — and Robin’s wordless, alarmed reaction is the real tell.
On the Water Seven backstreets, a masked figure tells Nico Robin “I’m with CP9. / I’m heading in!” then walks on — first concealed on-page appearance of a CP9 operative. Robin freezes in silent alarm (p. 9, negative space — no dialogue, just her reaction), tying the unit to her World-Government-targeted past.

Patrons at Blueno ’s Bar discuss “CP9 ” by name as a barroom rumor : “There’s no such thing as CP9! / It’s a covert unit, totally off the books . …They erase people without ever being discovered . And that’s what’s called a rumor.” The unit’s existence is dismissed as mere gossip even as it is plainly operating — the deniability IS the design. Explicitly tied to the World Government and the bumbling agent Corgy who “always trails around after Iceberg .” This is the first on-page utterance of the unit name (the @0325 masked operative voiced it under concealment); the chekhov-explicit threat is now openly named.
Ch. 339 — pp. 18–19 — Robin shown taking CP9 orders
The chapter closes on Robin in a vacant backstreet warehouse with a shadowy CP9 handler (silhouette, unnamed — Spandam is NOT named), ordered to steal from Iceberg’s mansion what “someone named Tom had originally,” “in the name of CP9… a mission for justice .” Confirms CP9 is actively running a Water Seven operation through Robin — the @0325 silent-alarm tell pays into a concrete coerced-agent role.

The masked Galley-La night-intruders identify themselves: “Cipher Pol No. 9 — undercover intelligence agency… agents of justice… we come from the shadows.” This is the unit’s first full on-page explanation (the bare name was first spoken @0339; the masked operative voiced it under concealment @0325). The on-page naming reframes the entire Water Seven mystery: the assassination, the Robin frame, and the hunt for Iceberg ’s blueprints are a coordinated World-Government operation — the structural pivot that loads the road to Enies Lobby and the eventual declaration of war.
