Oda, in the middle of the Water 7 / Enies Lobby arc (well before Blackbeard’s multi-fruit reveal), formalizes the foundational impossibility-rule Blackbeard later breaks: “One fruit cannot be shared by many people. The Devil Fruit Abilities are transferred after one bite. After that, it’s just a nasty old fruit. In the instance that they take a bite at the same time, the power will belong to the one who swallows first. Nothing will happen if anyone else takes a bite. As Lucci distributes Devil Fruits to CP9 in the Tower of Law, the agents recount that a person who ate a second Devil Fruit “fractured until there was nothing left of it, and he died. ” Lucci dismisses it as a rumor (“a member of an intelligence agency shouldn’t be taken in by such common rumors”). Blackbeard’s first major dialogue; the “people’s dreams” creed and the always-drinking/laughing tell
Blackbeard’s first substantial on-page speech, in the Mock Town bar. He is shown drinking heavily and laughing continuously, separate from Bellamy’s crew (pp. 3, 11–13) — the never-sleeps / always-drinking characterization that later anchors the multi-consciousness / three-hearts multi-fruit speculation. His thesis-line “People’s dreams…don’t ever end!!” (pp. 12–13) establishes the grand-dream motive that drives his later rule-breaking fruit acquisitions. Blackbeard’s first on-page appearance (Mock Town, Jaya), still as a shadowed figure. No devil-fruit power is shown — he is presented as a sickly, “weak constitution” drifter (pp. 5-6). Ch. 136 reveals the full political backdrop Blackbeard’s five-pirate conquest disrupted: the Wapol bad-king holding the country’s doctors hostage regime (the Twenty Doctors, External Injury Squad kept in the castle research laboratory; all other doctors expelled) and the Three Officers past-peer trio (Dalton/Chess/Kuromarimo) of the Wapol regime. The conquest accidentally liberated the country from the medical-tyranny regime and broke up the Three Officers structure (Wapol fled with Chess and Kuromarimo; Dalton stayed).
