The seed
The CP9 rumor surfaces inside the bar run by a (latent) CP9 agent — the audience is shown the answer to the question being asked, but framed as background scenery.
Blueno is introduced as a hulking, horn-headed bartender who runs Blueno’s Bar in Downtown Water Seven — and the venue where the CP9 rumor is openly discussed. He is asked about it directly: “Know about them, Blueno?! ” (p. 17). His unusual design (horns, looming frame) and his presence at the exact spot where the CP9 gossip emerges are a quiet hidden-in-plain-sight plant: the patrons debate whether CP9 even exists while the barman serving them is one of its agents. His reaction is held in negative space — he does not confirm or deny.
The bar reappears: Franky and the local crowd drink there, Kokoro is a regular, and a patron thanks “Blueno ” for the drinks as Franky storms out (p. 13). A second beat of frictionless civilian normalcy — a named character given a bar, regulars and a soft re-introduction, with no plot reason yet. The continued lack of any tell IS the tell.
