The seed
In the Water Seven arrival chapter, townspeople rattle off the names of beloved Galley-La Company shipwrights — Tilestone, Lulu, Paulie, and Lucci — before any of them is clearly shown (Ch. 324 , p. 18). The crowd singles out Rob Lucci with “It’s Lucci! He’s so cool!”
Ch. 327 — pages 3, 6, 11 —

Rob Lucci debuts (full name) as a Galley-La “Sawyer and Treenail Foreman ” who never speaks for himself — every line is delivered through Hattori, his pigeon (“ventriloquism”). His unnerving calm, the deference of the other workmen, and his casual role in recovering/handling the captured Franky Family thieves are dissonant with “ordinary carpenter.” The negative-space tell is that Lucci withholds his own voice; the prop-tell is the pigeon mouthpiece. Pairs with Ch. 325 ’s “I’m with CP9” backstreet line and Kaku ’s superhuman “Mountain Wind” speed — three Galley-La figures planted as more-than-carpenters. Pre-loads the central CP9-betrayal twist. pigeon-shouldered ominous cliffhanger debut (merged from the near-dup “Pigeon-Shouldered Galley-La Foreman Ominous Debut” proposal)
At the wrecked Dock One cliffhanger, two Galley-La Company foremen arrive: the brash, target-shirted Paulie (“You’ve got some nerve”) and a silent, suited man with the pigeon Hattori perched on his shoulder (Rob Lucci ). The pigeon-prop + total silence + ominous framing set against Paulie’s bluster is a deliberate prop-tell / negative-space tell — forward-canon, Lucci is the CP9 leader. Ch. 343 — pp. 18–19 —
Lucci AND Kaku named inside the mansion at the CP9 op site (merged from the near-dup “Lucci And Kaku Named Inside Mansion Embedded Agent Tell” proposal)
Tilestone finds the third-floor guards “wiped out” and the foremen Rob Lucci and Kaku collapsed among them, screaming their names. The dramatic irony — two of Galley-La Company ’s “strongest” found defeated at the exact site of a CP9 operation while a CP9 team is simultaneously inside — is the proximity tell that Lucci and Kaku are the embedded CP9 agents (and that their “defeat” is cover). PAID OFF: Lucci unmasks as a covert World-Government CP9 assassin
The most street-beloved Galley-La Company shipwright unmasks as the apparent leader of the CP9 cell embedded in Water Seven. He fells the foreman Mr. Lulu with a single blow (p. 10), is named on his unmasking (“You’ve let me down.” → “LUCCI!! ”, p. 16) with the pigeon Hattori on his shoulder, and speaks for CP9 (“For us, going undercover is the easiest thing in the world”) before demanding the Pluton blueprints of Iceberg (p. 18). The town’s favorite craftsman is revealed as the arc’s deadliest enemy — the chekhov-explicit + parallel-arc-structure setup resolves exactly as planted. (His Zoan Devil Fruit and the Rokushiki system are still unnamed here — named forward @0347.)
