Summary
At Enies Lobby, the Water Seven CP9 cell — Lucci, Kaku, Kalifa, Blueno — arrives via the Sea Train with the captive Nico Robin and the chained Franky (Cutty Flam) and reunites after five years with the home cell — Jabra, Kumadori, Fukuro — and Director Spandam. Fukuro performs his “Tewaza Ranking,” reading each agent’s physical strength as a numeric “Power Level,” and the standings are laid out: Rob Lucci tops the chart at 4,000 (an “unheard of” number), with Kaku, Jabra, Blueno, Kumadori, Fukuro, and Kalifa descending behind him — and Spandam himself a feeble Power Level 9. The agents bicker over rank and seppuku threats while Lucci notes the figures measure only raw physical ability, not Devil Fruit power. As a pre-mission gift, Spandam hands Kaku and Kalifa Devil Fruits from a treasure chest; both eat on the spot. Spandam delivers his “Dark Justice” doctrine — the Five Elders’ justice is “tepid,” sacrifices are necessary, and Tom died defending the Pluton blueprints “because of fools like you.” Meanwhile, on the Enies Lobby Main Island, Luffy is rampaging through the courthouse district with Gum-Gum attacks, and the panicking courthouse — unable to reach Spandam — turns to the Three-Headed Baskerville, the island’s Chief Justice, who debates with his own three heads before declaring the death penalty for the intruding pirate.
