Summary
As Aqua Laguna’s tide rises over the City of Water, Kokoro, Chimney and Gonbe watch the fire at Galley-La HQ from afar. A masked, top-hatted figure (Rob Lucci) corners the Franky Family survivors and forces them to reveal where their boss is hiding: the “warehouse under the bridge” near the Northeast-shore garbage dump. At that warehouse, Usopp and Franky hold a tearful, comedic reconciliation — Franky declares he’s “wiped the slate clean” over the destroyed Franky House and the spent 200 million, offers to make Usopp his underling, and is rebuffed (Usopp is “still a pirate” but may have quit his crew). Franky then narrates Water Seven’s history: the city is slowly sinking, and only the genius shipwright Tom’s invention — the Sea Train, the Puffing Tom — gave the sea-locked people freedom to travel and erased their fear of Aqua Laguna. Lucci’s group locates Franky’s hideout (“we’ve got his location”) and the masked agents move out. Inside the warehouse, after hearing that the Going Merry can never sail back to the distant East Blue and is beyond Galley-La’s repair, Franky tells Usopp he’ll help him take the ship apart.
