  • Franky's survival origin is shown directly: after being run over by the Sea Train (the accident the World Government 'reported' him dead in), his wrecked body was so hot he feared he would die, washed up aboard an abandoned ship full of scrap, and 'transformed [him]self using scrap metal' to survive — the in-flashback birth of his cyborg body, in his own words (pp. 3, 6).
  • FLASHBACK (captioned 'Four years later...'): Galley-La Company is thriving and Iceberg is being nominated for Water Seven mayor; the townspeople gossip about 'Tom's dangerous disciple, Cutty Flam' (pp. 2, 4).

Summary

A flashback fills in how Franky became the secret keeper of the Pluton blueprints. After the Sea Train accident the government used to declare him dead, the gravely wounded Cutty Flam rebuilt his own body with scrap metal aboard an abandoned ship. Four years later, with Galley-La thriving and Iceberg up for mayor, Franky storms into the office to rage at Iceberg for taking World Government shipbuilding contracts — only for Iceberg to hand him the genuine Pluton blueprints, order him to abandon the name “Cutty Flam,” and disappear so the plans “vanish into the shadows” as an opposing force against anyone (now Nico Robin) trying to reactivate the existing weapon. Back in the present, CP9 declare they will haul Franky to Enies Lobby as a criminal to extract the blueprints’ location; their director is revealed via a name card as SPANDAM, the former CP5 agent who arrested Tom’s workers eight years ago and who recognizes Franky as the man who wounded him. Franky recognizes Lucci as one of the fake Galley-La shipwrights. Meanwhile at the burning Galley-La HQ, a giant-transformed Chopper smashes out of the collapsing mansion carrying the gravely burned Iceberg and Paulie to safety.
